Job Description

Quantech is seeking a highly motivated and experienced Contract Specialist to provide advisory and assistance services (A&AS) in support of a major defense program within the Space Systems Command (SSC). This critical role will focus on the meticulous review, reconciliation, and finalization of contracts, ensuring strict adherence to all financial, legal, and administrative requirements prior to contract closeout. The ideal candidate will possess a strong understanding of Department of Defense (DoD) acquisition processes, the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and contract lifecycle management, with specific experience within the U.S. Space Force, particularly Space Systems Command (SSC).

As a Contract Specialist, you will work closely with Government Contracting Officers and contract specialists, providing invaluable support in various contracting actions. Your expertise will contribute to the efficient and compliant closeout of complex contracts within the Space Domain Awareness and Combat Power (SDACP) (SSC/SZ) and Battle Management, Command, Control, and Communications (BMC3) (SSC/BC) directorates, which are responsible for highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets.

Additional Responsibilities:



  • Perform expert-level final contract closeouts of assigned contracts, ensuring thorough review of all contractual documentation.
  • Verify delivery, inspection, and acceptance of all contractual end items and services.
  • Ensure all administrative and reporting actions are completed and resolved prior to recommending contract closeout.
  • Assist in executing source selections in accordance with FAR 9.505-4.
  • Coordinate functional meeting requests related to contracting actions.
  • Develop source selection documentation, including source selection plans, acquisition strategies, and non-disclosure agreements.
  • Provide comprehensive contract and subcontract management support.
  • Support the client in various contracting actions, including advising on requests for proposals (RFPs), technical evaluations, and contract negotiation.
  • Provide expert contracts guidance and determinations, offering technical and operational leadership to program and business management teams.
  • Advise all levels of management on contractual rights and obligations, risk avoidance and mitigation strategies, and problem-solving approaches.
  • Advise and assist on the management of existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
  • Demonstrated working knowledge of SSC contracting regulations and procurement procedures.
  • Proven proficiency in preparing comprehensive contract files for review.
  • Experience in effectively coordinating between Government organizations and summarizing information for diverse audiences.

Job Requirements

Minimum Education & Certification(s): BA/BS in Business, Finance, Contract Management, or a related field (or equivalent experience). NCMA CFCM, CPCM, or DAWIA Contracting Level I/II Certification preferred.

Minimum Yrs. Experience and/or Expertise: 10 years of experience in contractual rights and obligations, risk avoidance and mitigation, strategy, and problem-solving, with a strong focus on the contract closeout phase.

Clearance: Active TS (SCI Eligible)

Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations.

Salary Range:$125,000 - $165,000

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.

Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.

Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
