Position Summary

Manage a team of Information Technology (IT) / Operational Technology (OT) professionals that provide around-the- clock systems support (24 hours a day / 7 days a week) for Energy Market Operations to enable CPS Energy to participate in the Electric Reliability Council of Texas (ERCOT) wholesale energy market as a Level 4 Qualified Scheduling Entity (QSE). Responsible for near-term availability and reliability and long-term life cycle planning of necessary computer systems and associated software applications to support QSE activities. Ensure all operations and actions comply with all applicable North American Electric Reliability Corporation (NERC) regulations and requirements and ERCOT Protocols. Serve as the managerial lead for IT/OT projects in Energy Market Operations and is responsible for overseeing project management and execution, project budget, and Control Room configuration.

Tasks and Responsibilities

  • Manage the operation and maintenance of the Energy Market Operations Business Critical and NERC Critical real-time control systems, associated software applications, and infrastructure to provide around the clock support.
  • Formulate and implement Business Critical Support team strategies to ensure 100% availability of systems, which include: market operations, generation modeling system, deal transactions, data historian and repository, fuel management, and other analytical and management modules as required.
  • Formulate and implement SCADA engineering team strategies to ensure 100% availability of Generation Management System (GMS, a NERC Critical Cyber Asset) and supporting infrastructure (PI system, communications, and security).
  • Formulate and implement support team strategies to ensure 100% availability of other QSE support applications including the Demand Response Management System (DRMS) and Distributed Energy Response Management System (DERMS).
  • Direct the planning and development of the IT/OT capital and O&M budgets of greater than $20-million, by coordinating the efforts of various budget and project managers.
  • Establish the long-term strategy for procurement and maintenance of associated computer systems and software applications needed for critical system operations.
  • Develop and implement plans for system upgrades, including initial requirement identification, coordination of requests for proposals, negotiation of contracts, procurement, integration, and testing of selected systems. Coordinate with operational teams for identifying and developing system requirements and testing plans.
  • Provide leadership to team managing security, data presentation, and other middleware applications such as Tableau, Informatica, Cherwell, and others.
  • Direct team activities related to role-based security rules and management of the user groups of all Energy Market Operations systems.
  • Serve as a principal representative of the Energy Supply team to Enterprise Information Technology (EIT) by serving as a voting member of the Architectural Review Board (ARB), the Configuration Management Board (CMB), and on the NERC Compliance Committee and by providing support on strategic infrastructure and cyber security issues.
  • Interact with the Chief Energy Supply Officer, the Chief Information Officer, and other senior leadership related to ESMO IT systems.
  • Manage projects related to upgrades of existing systems, improvements in compliance posture, updates to Control Room systems and facilities required to house all systems.
  • Oversee the identification of process control deficiencies and implementation of appropriate process controls. Direct and oversee continuous improvement activities to maintain a focus on Operational Excellence.Identify, implement, and oversee performance metrics to assess the effectiveness of the ESMO IT organization.
  • Benchmark other utilities to gain best practices and other insights.
  • Perform other duties as assigned.

Minimum Skills
Minimum Knowledge and Abilities
Experience in application administration in an IT/OT environment.
Knowledge of compliance to NERC Critical Infrastructure Protection (CIP) standards.
Must be able to communicate effectively at all levels of the organization and externally (verbal, written, graphic, etc.).
Leadership experience, to include managing a team and conducting performance reviews.
Experience leading cross-functional teams.
Must pass NERC-related background checks.
Exceptional critical thinking, analytical and problem-solving skills with a data-driven approach.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Possess a valid driver's license with a history of a safe driving record in accordance with CPSE policies, procedures, safety standards, and applicable laws and regulations.
Preferred Qualifications

  • Bachelor's or Master's degree in information technology, Computer Science or related field from an accredited university.
  • Experience with QSE operations is desired.
  • Experience with ERCOT wholesale energy market is desired.
  • Experience with system administration and networking administration.
  • Experience in Real-Time Control systems.
  • Familiarity with power plant control systems, energy marketing operations, IT/OT controls, and IT/OT security technologies.

Minimum Education
Associate's degree in Information Technology, Computer Science, with relevant work experience.
Required Certifications
Working Environment

Ability to travel to and from meetings, training sessions or other business related events.
Physical Demands
