DESCRIPTION

In alignment with this commitment, the university has launched the Workplace Violence Prevention Plan (WVPP). The plan is based on the recommendations of a cross-functional team from Employee & Labor Relations; Environment, Health & Safety; Emergency Management; Insurance & Risk Management; Campus Counsel; and Audit & Advisory Services.

The WVPP is being introduced in coordination with the University of California's systemwide Workplace Violence Prevention in General Industry Center of Excellence (WPVPGI CoE). The UC San Diego plan specifically addresses hazards associated with four types of workplace violence as defined by the Labor Code (LC) section 6401.9. This position supports UC San Diego's commitment to provide a safe and secure workplace and to meet the workplace violence prevention law that requires employers to develop and implement a Workplace Violence Prevention Plan, record violent incidents on a log, and train employees on how to identify and avoid workplace violence.

The Safe Campus Workplace Violence Prevention Program Specialist serves as the Environment, Health and Safety (EH&S) expert for the UC San Diego Workplace Violence Prevention (WVP) Program, the Community Safety and Security Advisory Committee (CSSAC), and when requested the incumbent will coordinate with the UC San Diego Behavioral Consultation Team on behalf of EH&S. Responsibilities include developing, implementing, and monitoring WVP program and community safety related policies and regulations to ensure compliance. This involves WVP program administration, stakeholder collaboration, training, proactive site inspection, managing the Workplace Violence Incident Log (investigation, data collection, analysis, reporting, and corrective/preventative action assignment and tracking). Also responsible for the timely reporting all reportable events to Cal OSHA after reviewing all WVP related reports, and coordination of the WVP Restraining Order (TRO) Injunctions process with EH&S Risk Management.

This position is responsible for identifying strategies to mitigate workplace violence, engaging key stakeholders with effective program analysis, developing faculty and staff training and helping to establish proactive policies and protocols as well as enhancing reporting outcomes. Will work with colleagues within UC San Diego and from other UCs to design and develop best practice standards for managing and minimizing safety and security issues and workplace violence incidents.

Serve as EHS Duty Officer. Maintain a strong knowledge and expertise in all subject areas across the EHS discipline to fulfill the role as the department duty officer. Manage EHS related concerns / incidents. Evaluate requirements for additional EHS resources and/or activation of the EHS Response Team. Assume responsibility of incident management and provide leadership until a transfer of responsibility takes place or the incident is resolved. Liaison with UCSD officials and external agencies to ensure coordinated incident response. Submit post-incident university and regulatory compliance reports as required.

Serves as the technical expert in one of the following fields / disciplines: Laboratory Safety, Radiation Safety, Occupational Safety, Environmental Health, General Safety including Pest Management, Industrial Hygiene, Ergonomics, Hazardous Materials, Hazardous Waste, or Environmental Protection. Problems are complex and may require creation of new methodologies by applying professional EH&S knowledge and / or expertise. Serves as technical expert in the development / implementation of programs within one of these fields / disciplines. May represent EH&S regarding the field / discipline at meetings and conferences involving academic compliance committees, campus, system wide, local government, state and federal levels of authority in matters related to field of expertise. Decision-making is based on established procedures and integration / interpretation of relevant laws, regulations and organizational policy; professional best practices; relevant science methodology, impact on other EH&S programs; and senior management approvals. Decisions may impact other EH&S programs, departments, segments of the organization and / or organization-wide.

QUALIFICATIONS
  • Advanced or expert knowledge / understanding of broad range of EH&S fields and familiarity with all EH&S fields.

  • Advanced or expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization policy. Professional level capability to ensure compliance with the occupational safety requirements outlined in California Division of Occupational Health and Safety (Cal/OSHA), Labor Code: 6401.9.

  • Strong written, verbal and interpersonal communications skills, including advanced political acumen and skill to effectively communicate with diverse constituencies in a highly political environment. Demonstrated strong communication skills necessary to impart health and safety information to employees of differing backgrounds. Demonstrated ability to write clear and concise technical reports

  • Advanced skill to effectively represent the organization to state and federal authorities, and community groups. Advanced skill to serve as UCSD representative for UC systemwide committees and work groups reporting to the UC President. Advanced skill to advocate for UC San Diego's workplace violence prevention program needs with regulatory agencies, campus committees, and system-wide workgroups.

  • Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints.

  • Advanced skill in mentoring or overseeing the work of other EH&S technical and professional staff.

  • Advanced skill to appropriately use technology and relevant scientific equipment as required.

  • Demonstrated thorough knowledge in the design, development and presentation of safety and security related training programs to individuals as well as groups.

  • Ability to use discretion and maintain all confidentiality.

  • Ability to advocate and model the UC San Diego Principles of Community.

  • Ability to be available on-call and return to campus on short notice as necessary during non-work hours for EHS related concerns / incidents. Knowledge and expertise in all subject areas across the EHS discipline. Knowledge, skills, and ability necessary to execute incident management activities safely and effectively. Ability to analyze situations, evaluate the need for additional EHS resources and/or activation of the EHS response team, and assume responsibility for incident management. Ability to provide leadership during incident management until a transfer of responsibility takes place or the incident has been resolved. Knowledge of local, state, and federal regulations specific to general safety, occupational health and safety, chemical safety, biosafety, radiation safety, fire / life safety, emergency management, and environmental protection.

SPECIAL CONDITIONS
  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Required to hold valid driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program

  • Serve as EHS Duty Officer. Must be available on-call 2-4 times per year for one-week shifts to respond to UCSD in the event of an after-hours, weekend or holiday incident involving hazardous materials or requests for services that are regularly provided by the EHS department. May be requested to respond back to campus throughout the year to respond to EHS-related incidents and/or for services provided within the employee's subject area of expertise.

Pay Transparency Act

Annual Full Pay Range: $94,400 - $176,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $45.21 - $84.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
