Primary Purpose of Organizational Unit |
The Purchasing Office is a unit of the Division of Business and Finance. The primary purpose of this department is to provide assistance to the university for all purchases and contracts. This includes ensuring that the university receives the best product or service for the best price. The purchasing department is delegated authority by the State of North Carolina, Division of Purchase and Contract to purchase all supplies, equipment and services. |
Description of Work |
The Director of Purchasing is responsible for planning and directing the procurement activities at Elizabeth City State University and serves as the Chief Purchasing Officer. The position involves the management of the following functions: Purchasing, Contracts, P-Card Program and administration of Surplus. Position is responsible for establishing agency policy and procedure for purchasing and surplus management. This position will provide oversight to two purchasing specialists. All work is accomplished within the strict limitations of authority specified by statute and by State Division of Purchase and Contract policy and procedure. |
Competencies/Knowledge Skills, and Abilities Required in this Position |
Knowledge, Skills, and Abilities: Thorough knowledge of purchasing methods and procedures, including drafting specifications. Knowledge of pricing, sources, and market values. Ability to supervise and assign work as needed, prepare reports, establish and maintain relationships with campus personnel, vendors, and Purchase and Contract personnel.
Possess the ability to manage complex procurement projects, from inception through to implementation, ensuring deadlines are met and objectives are achieved within budget.
Possess the ability to deal with people, a service attitude, and strong overall interpersonal skills.
Possess the ability to identify problem situations, formulate solutions, and be extremely adept in following through to successful completion of problem solving tasks.
Possess the ability to be flexible and have the ability to respond quickly to changing needs and requirements; possess the ability to adjust and re-evaluate priorities to satisfy the demands of user departments, all in a limited timeframe.
Possess the ability to motivate staff to accomplish the goals of the department and be able to provide support and follow-up to ensure that they do.
Possess a strong written and verbal communication skills to engage with internal stakeholders, suppliers, and senior management. Capable of conveying procurement policies, procedures, and strategies clearly.
Possess the ability to align purchasing strategies with organizational goals and long-term objectives. Must be able to plan and manage sourcing strategies to optimize cost, quality, and supplier relationships. |
Minimum Training and Experience |
Bachelor's Degree with at least four years experience in purchasing and/or contract administration. A background in governmental purchasing and contract administration is beneficial. |
License or Certification Required by Statute or Regulation |
North Carolina Contract Manager Certification must be obtained within one year of hire date. |
Management Preferences |
- Prior purchasing experience preferably in a major state or local government agency.
- Experience with Ellucian's Banner ERP or similar system is highly desirable.
- Advanced knowledge of e-procurement platforms and contract lifecycle management systems.
- Proven ability to lead, mentor, and develop procurement teams in a fast-paced, compliance-driven environment.
- Demonstrated ability to manage procurement policies, enhance vendor management practices, and lead procurement transformation initiatives
- A professional procurement certification, e.g., CPP, CPPM, CPM, CPSM, CPSD.
