Responsibilities

IBTS is seeking a skilled and innovative GIS Manager to build and lead the city's Geographic Information Systems (GIS) function. This role will establish the foundational geospatial infrastructure and support data-driven decision-making across departments, including planning, public safety, utilities, asset management, and community engagement.

    Develop and implement a citywide GIS strategy, including standards, policies, procedures, and best practices.
  • Manage GIS software, servers, databases, web applications, and mobile data collection tools.
  • Coordinate with departments to identify GIS needs and deliver tailored mapping, spatial analysis, and geospatial solutions.
  • Build and maintain the city's geospatial datasets, including parcels, zoning, utilities, infrastructure, floodplains, and addressing.
  • Provide GIS support for planning, permitting, emergency response, public works, code enforcement, and capital projects.
  • Develop and maintain interactive web maps and dashboards for internal and public use.
  • Train staff on GIS tools and promote geospatial literacy across departments.
  • Ensure data accuracy, integrity, and security while managing data sharing agreements and integration with external agencies.
  • Supervise GIS staff or contractors as needed and manage the GIS budget and procurement processes.
  • Stay abreast of technological advancements and assess opportunities to leverage emerging GIS tools such as drones, AI, and IoT.


Qualifications

  • Bachelor's degree in Geography, GIS, Computer Science, Urban Planning, or a related field (Master's preferred).
  • 5+ years of experience in GIS.
  • Proficiency in ESRI products (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise) and related tools (Python, SQL, GPS data collection).
  • Experience with spatial data management, cartography, and geospatial analysis.
  • Familiarity with municipal operations, land use planning, asset management, and public works is highly desirable.
  • Strong project management, communication, and cross-functional collaboration skills.
  • Valid driver's license.

  • Understanding of FEMA data and hazard mapping, 911 addressing, and enterprise systems integration (e.g., permitting).

  • Work is typically performed in an office environment with periodic fieldwork.
