Job Description

Puget Sound Energy is looking for a Manager State Regulatory Policy to join our team. This position leads the state regulatory policy work across PSE - helping the Company achieve customer service, reliability, clean energy and financial goals by working with teams to understand, navigate and improve regulatory processes and outcomes. This position works with teams to improve their ability to get work done in an efficient and effective manner while navigating a complex regulatory environment. They ensure the company complies with all applicable regulations and standards, advising internal teams on regulatory obligations, while also seeking innovative approaches to achieve company objectives in a complex regulatory environment.

The position leads a team of three staff people that develop, analyze and implement policies related to state energy regulation with the Washington Utilities and Transportation Commission (WUTC) and other state agencies. This position represents PSE in external environments by engaging with policy makers, regulators, trade associations and regional stakeholders to influence energy policy and regulatory decisions. Works with teams across PSE to understand complex issues and seek innovative and practical regulatory approaches, as well as ensure alignment with company strategies and external regulatory developments. Leads strategic initiatives to assess the impact of upcoming or ongoing regulatory changes on the company's business operations. Acts as a key point of contact between the company and relevant regulatory bodies, government agencies and other stakeholders.

The Manager State Regulatory Policy will have strong management and leadership abilities in order to lead this team and proactively build strong internal and external relationships. They will be a strategic thinker, who is able to understand and synthesize detailed information to develop high level strategy and direction on regulatory policy issues. They will have strong organizational skills, strong attention to detail and ability to manage multiple regulatory issues simultaneously. They will have a collaborative, team-oriented mindset. They should have strong written and verbal communications skills, with the ability to understand and communicate complex regulatory information to diverse audiences. Direct experience in utility regulation, especially in Washington State, is preferred.

Job Responsibilities

    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.

    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.


  • Develops, contributes to and negotiates regulatory policies necessary to implement the company's overall energy strategies.
  • Represents the company in senior-level state regulatory forums that develop energy policy and influences decisions from these forums to better position the company in achieving its overall short and long-term energy objectives.
  • Develops and maintains strong relationships with external constituents including EEI (Edison Electric Institute), AGA (American Gas Association), and WUTC (Washington Utilities and Transportation Commission).
  • Develops alternatives on energy policy issues, presents these to PSE executives, and negotiates towards desired results with state regulatory entities.
  • Monitors federal, regional and state energy regulatory policies affecting the company's energy supply and transmission needs.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in economics, business administration, mathematics, engineering or related field
  • 7 years related experience, including experience in federal, regional and/or state regulatory policy
  • Industry experience and comprehensive knowledge of energy operations and planning
  • Demonstrated management experience, leadership qualities and strong communication skills

Desired Qualifications

  • MBA, MA, JD or experience in energy and/or public policy

The pay range for this position is$101,500.00-$241,100.00, and this position is eligible for annual goals based incentive bonuses.
