MASTER PLANNER
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E, Inc. is seeking a dynamic, experienced, and qualified Master Planner to join our team in providing Base Operating Support (BOS) Reachback Services to the U.S. Army Central (USARCENT) located at Shaw Air Force Base (AFB), SC. This is a full-time on-site position at Shaw AFB, SC.
Job Duties & Responsibilities
- Assist in completing base camp master planning and perform tasks in developing and updating base camp master plans, action plans, and execution plans for countries in the Gulf States region, Central & Southeastern Asia region, and the Levan region with the USARCENT AOR, specifically Kuwait, Saudi Arabia, Jordan, and Iraq, and select other locations.
- Provide and perform technical expertise in the management of construction projects to include assistance in the development of Statements of Work (SOW), Mission Dependency Index (MDI), programming documents, DD Forms 391, cost estimates, construction schedules, and execution phase status in support of the ARCENT mission.
- Assist with the production and maintenance of base camp master plans with integrated Joint Construction Management System (JCMS) and Army Facilities Components System (AFCS) standardization and functionality.
- Assist in prioritization and alternative planning based on stakeholder input. Formulate, prepare, and assist in identifying preferred project locations, conceptual site layouts, conceptual building designs, cost, and scheduling to transition Base Camp Master Plan (BCMP) documents to formal execution plans.
- Coordinate with deployed personnel on mission support capabilities and deficiencies identified by the forward cell at expeditionary and forward operating sites; integrate data from USARCENT program managers, engineering functional/program managers, personnel and manpower-functions, and planning and engagement functions, and any other organization required to support planning; assist in the identification, coordination, and development of USARCENT engineering-related capabilities involving USARCENT forces.
- Perform, complete and provide support by co-facilitating meetings, and developing technical presentations.
- Maintain databases for specific project tracking.
- Perform and complete value engineering, cost estimating services, status reports, master plans updates, area development plans, and senior official briefing documents.
- Perform and provide technical expertise in documenting program files, organizing files, organizing format for active file use and staging.
- Verify and ensure all products and briefings produced in support of this contract are in strict compliance with security classification, restrictive caveats, and dissemination directives as prescribed by Army, USCENTCOM and USARCENT directives.
- Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the USARCENT AOR as requested within locations listed and maintain current passport and visa requirements as required to ensure travel to countries in support of USARCENT mission.
Key Qualifications
- U.S. Citizenship, an Active DoD Secret Clearance and a Valid Passport are required
- Knowledge
- Working knowledge within three (3) years of the Base Camp Development Planning (BCDP) process and analytical tools and software for facility requirements development; general site planning; compliance standards; area development; Base Life Support (BLS); general airfield planning; design guide and programming, including drainage planning; maintaining base camp development plans; base defense; and base cleanup and closure.
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office Suite (Word, PowerPoint, Excel, and Access), SIPR Access. Army Facilities Component System (AFCS), Joint Construction Management System (JCMS), and/or Automated Civil Engineer System Database (ACES)/Tririga experience is required.
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of four (4) years of directly related experience in Engineering or Architecture
- Education: A minimum of a Bachelor's degree in Engineering or Architecture
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
