SUMMARY OF DUTIES:

Under the direction and mentorship of the Senior Program Manager, the Senior Project Manager is responsible for managing capital projects ranging from $5M - $100M related to replacement of continuous welded rail (CWR,) ties, and other track assets. Individuals in this role will be responsible for all phases of project management from project initiation, planning, executing, monitoring & controlling, and closing in support of Amtrak's State of Good Repair (SOGR) programs.

ESSENTIAL FUNCTIONS:

* Delivers multiple complex infrastructure renewal projects and programs to progress towards, establish, and maintain SOGR.

* Manages a multi-discipline team of subject matter experts and stakeholders in a matrix organization to assure proper project delivery

* Creates and implements project plans, schedules and budgets consistent with requirements for infrastructure renewal coming from System Engineering.

* Manage procurement process and approvals for leases, purchases, and contracts related to assigned projects/programs.

* Manages and monitors project schedules, progress and costs maintain, adjust and update project plans, as needed consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders

* Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations

* Identify, document and lead evaluation of project changes based on cost, schedule, risk and scope impacts as well as cross functional dependencies

* Recommends project plan changes to appropriate governance decision making bodies and ensures appropriate packaging of relevant information to support appropriate project change

* Works with senior leaders to contribute relevant data to support annual planning activities

* Identify and evaluate the risks associated with project activities and work across the organization to establish and monitor mitigation plans

* Establishes collaborative partnership among stakeholders to support scoping,financial and resource decisions

* Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations

* Identifies efficiencies and presents recommended improvement opportunities at various levels of management. Adheres to Amtrak Enterprise Project Management methodology and standards

* Builds and maintains external relationships to provide effective communication of capital program status and accomplished goals and objectives

* Develops and administers the budget for assigned projects approves the forecast of funds needed for staffing, equipment, materials and supplies approves expenditures and implements budgetary adjustments as appropriate

* Analyzes challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices * Maintains a teamwork environment with all peers as well as the capital delivery department's internal customers

* Effectively contributes to a safe and secure work environment for employees and travel experience for customers

* Demonstrates necessary leadership to support a zero incident and injury-free culture within Amtrak

MINIMUM QUALIFICATIONS:

* Successfully demonstrates superior knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs

* Extensive experience managing diverse, large, and geographically dispersed groups of individuals

* Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions

* Extensive understanding of business operations and the impact departmental actions have on the corporation and operations

* Experience working with government agencies and organizations * Must have excellent oral and written communication skills.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

* Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

* Relevant experience in project management, project controls, or related function.

PREFERRED QUALIFICATIONS:

* Bachelor's Degree in Business Administration, Project Management, Engineering, or related fields.

* 6-9 years of experience in project management, project controls, or related function.

* 2+ years of experience in infrastructure project management with emphasis on delivering projects in excess of $10M in the transportation industry

* Certified Construction Management (CCM) or Project Management Professional (PMP)

WORK ENVIRONMENT:

* 4 days/week onsite at an Amtrak location (an office, a station, a train, or a project location).

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

PAY TRANSPARENCY:

The salary range is$94,300-$122,256.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
