Position Overview
Riverside Research is seeking an Enterprise IT/SW Program Manager to assist managing a multifaceted effort encompassing the development, integration, and deployment of Zero Trust (ZT) capabilities for the AF Intelligence Community (IC), specifically those assigned to the National Air and Space Intelligence Center (NASIC) at Wright-Patterson AFB, Ohio. The PM would also assist in providing expert guidance and supervision to the Identity, Credentialing and Access Management Services (ICAMS) and Catalog initiatives, ensuring seamless fielding, operational support, and ongoing management of ZT solutions throughout the AF IC. This position will be part of a team providing support to the Office of the Chief Technology Officer.
Responsibilities
Provide technical leadership and advice to the vision, design, and oversight of complex projects/programs, spanning IT solutions for Zero Trust, ICAMS, and Catalog Services
- Develop, implement, monitor, and close out project/program plans for IT/SW integration, acquisition, engineering, and service-related activities
- Collaborate with enterprise IT architects, operations, customers, developers, and other stakeholders when developing and fielding new enterprise level software services/ technologies in both on- and off-prem cloud native environments across the AF IC
- Provide technical analysis of enterprise issues and processes and propose solutions
- Develop and communicate product vision and goals
- Produce communication materials (schedules, briefings, etc.) to keep stakeholders apprised of program progress and roadblocks
- Identify and address project risks, dependencies, and constraints
- Manage project budgets and ensure financial controls are in place
- Advise government customer in the prioritization of activities
- Work with the appropriate offices to procure hardware and software solutions
- Participate in planning activities such as budget planning and technical proposal review
- Assist in the creation and review of technical documents and guardrails, guidance, and policy documentation
- Monitor resource expenditures and provide recommendations on how to improve them
- Other duties as assigned
Qualifications
Required Qualifications:
- Current Top-Secret clearance with SCI adjudication
- Bachelor's degree in computer science, engineering, computer programming, physics, applied mathematics, or related technical field
- 10+ years of experience spanning IT/SW project/program management, system administration, and/or software development
- 5+ years of experience in Identity, Credentialing and Access Management Services (ICAMS)
- Understanding of cloud native technologies
- Understanding of agile software development concepts
- Strong communication, organization, and analytical skills
- Technically proficient and capable of devising practical and sustainable solutions
- Self-motivated, independent, detail oriented, responsible team player
Desired Qualifications:
- 12+ years of experience in systems engineering or project/program management/oversight experience
- 15+ years of experience spanning IT project/program management, system administration, and/or software development
- 10+ years of experience in Identity, Credentialing and Access Management Services (ICAMS)
- Understanding of Zero Trust capabilities
- Understanding of automated enterprise data catalog services
- Understanding of micro-services, IaaS, PaaS, system visualization, and/or cloud capabilities/designs
- Experience as part of an agile software development project/program
- Experience with DevSecOps, intelligence production, and/or cross domain solutions
- Understanding of Docker, Kubernetes, data bases, Python, Istio, Helm, Bitbucket, Elastic, Tableau, and/or other related technologies
- Professional certifications in agile software development (e.g. Scrum Product Owner, etc.)
- Professional certifications in systems engineering, IT, and/or project/program management (e.g. ITIL, PMP, DAU, etc.)
- Master's degree in computer science, engineering, or related technical field
- IT Service Management experience
- Familiarity with NIST RMF
Global Comp
$135,000-$185,000 This represents the typical compensation range for this position based on experience, location and other factors.
