The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Financial Analyst to support our government customer located in San Diego, California.
This position will support the DoD HIV/AIDS Prevention Program (DHAPP) department's mission which is to reduce the incidence of HIV/AIDS among uniformed personnel across the globe. DHAPP assists partner militaries in development and implementation of military-specific HIV prevention programs in collaboration with other U.S. Government, nongovernmental organizations, and United Nations programs. DHAPP, a division of DHA Public Health, of the Defense Health Agency, provides day-to-day direction of the DoD effort to support foreign militaries with their HIV prevention and treatment program in over 40 countries worldwide. DHAPP prepares and delivers periodic reports and provides the results of assessments to the State Department's Bureau of Global Health Security and Diplomacy (GHSD) and the Deputy Assistant Secretary of Defense for Health Readiness Policy and Oversight.
This position may require working on tight deadlines when necessary and some early morning work due to external partnerships that require collaboration with Washington, DC, and U.S. Embassies primarily located in Africa. Direct supervision is received from the DHAPP Branch Chief for Fiscal and Budget Operations. This position requires the ability to work on site weekly in Point Loma, CA, with a hybrid telework schedule.
DESCRIPTION OF RESPONSIBILITIES:
Responsibilities and duties include, but are not limited to:
- Perform on-going financial analysis related to budgeting, tracking, forecasting, reprogramming, and accounting of HIV programs
- Comparison of monthly status of funds execution against approved plans
- Identify and analyze trends in receipts, obligations and expenditures of grant awards
- Perform regular country program reviews including review of program outlay data; review quarterly financial report submissions; review status of grants; resolution of delayed billing issues; and support processing phase renewal packages
- Conduct ad hoc meetings with country team staff to review expenditure data, forecasts and resource projections
- Use the General Fund Enterprise Business System (GFEBS) to monitor commitments, obligations, and expenditures; and monitor funds availability status
- Create funding document Purchase Requests (PR) and Military Interdepartmental Purchase Requests (MIPR) documents within the GFEBS system with accuracy and attention to detail.
- Utilizes financial accounting systems to retrieve and analyze system data.
- Create, update and manage excel tools and templates to track and report program financial data.
- Draft, edit and update financial memos for review, signature, submission and tracking with partner government institutions.
- Perform quality analysis checks on submitted reports to check for accuracy, completeness, adherence to reporting guidance
- Support tracking of funding documents to US Embassies and USG Contracting Offices.
- Provide effective guidance/support to DHAPP Staff and field program managers regarding potential changes from PEPFAR requiring revised budgets
- Ad hoc projects as needed throughout the fiscal year, including Standard Operating Procedure creation and maintenance, internal and external financial presentations, and Subject Matter Expert assignments. Track, manage and meet multiple competing deadlines for deliverables
- Attend and participate in branch and inter-branch meetings and provide input on financial processes, tools and trainings as needed.
- Develop solutions to difficult and complex problems not covered by established procedures.
- Assume responsibility for the quality of written documents submitted as project deliverables.
- Maintain awareness of best practices in use in the branch, and DHAPP, and utilizes those best practices in conducting work.
- Proactively recommend improvements to standard practices and processes within the branch.
- Present financial observations, presentations and forecasts to Leadership.
- Advise other branches and Leadership on financial management within the context of country program portfolios.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Bachelor's degree and five (5) years experience or Master's degree and three (3) year experience.
REQUIRES SKILLS AND EXPERIENCE:
- Excellent interpersonal, oral and written communication skills; including the ability to establish and maintain effective working relationships with co-workers, supervisor, and technical staff
- Ability to understand, present and convey financial information to non-financial staff
- Understanding of grants, contracts and other award mechanisms.
- Ability to tactfully communicate with various levels of the organization to request or provide information.
- Proficiency using MS Office Suite (PowerPoint, Access, Word, Outlook).
- Advanced level experience using MS Excel.
- Ability to manage the stress associated with meeting frequent, multiple, tight and competing deadlines.
- Ability to make presentations to groups.
- Ability to adapt to frequent changes in guidance and processes.
- Ability to work independently and as a member of a team.
- Attention to detail and accuracy.

- Excellent skills in following up with financial issues that span an extensive period of time.
DESIRED SKILLS AND EXPERIENCE:
- Experience in the global health field and/or PEPFAR
- Experience with a USG Agency
- Experience with USG Assistance Awards or Grants
- Experience with State Department/International Government Assistance Programs
- Familiarity with USG accounting systems
- Experience with data visualization tools (Tableau)
- Experience with GFEBS and DAI
- Experience with the Defense Finance and Accounting Services (DFAS)
- Experience with DoD or State Department funding regulations and procedures
- Ideal candidates would possess three to five (3-5) years of experience in accounting, government finance, DoD financial management and/or related consulting experience
REQUIRED SECUITY AND CLEARANCE:
- Must be a U.S. Citizen (no dual US citizenship) required
- Ability to obtain SECRET security clearances.
