Senior Structural Engineer

Salary range is $80k to $175k, with a midpoint of $125k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

With limited direction, performs advanced senior level professional engineering duties in the area of responsibility. Serves as the agency subject matter expert for all phases of Sound Transit projects. Provides technical and strategic support to project directors and managers. Oversees a full range of structural engineering analyses, functions, and design. Ensures conformance with standards and responds to questions and inquiries from local jurisdictions, the public, contractors, consultants, and Agency staff regarding area of expertise.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Serves as Sound Transit's technical matter expert and point of contact for matters related to structural engineering. Responds to questions and inquiries from the general public, contractors, consultants, and agency staff in area of expertise.
• Develops and maintains Sound Transit's technical requirements and criteria related to structural engineering, including but not limited to design criteria, standard specifications and drawings. May be required to sign and seal technical requirements.
• Provides structural engineering support to Project Managers throughout the planning, design and construction phase of capital projects. Support includes but is not limited to design reviews, construction submittal reviews, structural analysis reviews, alternative reviews, etc. Ensures projects are meeting Sound Transit and local agency standards.
• Collaborates with staff in the Safety Department and Operations Department in evaluation of existing structures for Link, Sounder, and ST Express. Support may include but is not limited to bridge inspections, developer reviews, and engineering analysis for load ratings and modifications to the system.
• Provides support to the department/division and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Civil Engineering and five years of Structural Engineering experience with heavy civil structures including aerial structures, mined and cut-and-cover underground structures and tunnels, parking structures and maintenance buildings; preferably in a rail or transit related environment; Or an equivalent combination of education and experience.

Required Licenses or Certifications:

• A valid Professional Engineer license issued by the State of Washington.
• A valid Professional Structural Engineer license issued by the State of Washington.

Required Knowledge and Skills:

• Operations, services, and activities of an engineering and construction program.
• Complex principles and practices of structural engineering.
• Construction means and methods typically used for transit facilities and structures.
• Principles and practices of contract administration and management.
• Recent developments, current literature, and sources of information related to innovations and trends in civil/structural engineering design and development.
• Pertinent federal, state, and local laws, codes, and regulations.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Applying advanced principles and practices of structural engineering related to area of assignment.
• Strong written and verbal communication skills to concisely and accurately convey detailed technical information to others.
• Performing advanced level professional engineering duties involved in the design and development of a variety of engineering projects.
• Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.
• Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
• Preparing and analyzing complex data and comprehensive reports.

Physical Demands / Work Environment:

• Work is performed in a standard office environment. Some field work may be required for inspections.
• Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
• Position is responsible for conducting inspections in the field. May be subject to eye/hand coordination, hearing, talking, seeing, standing, pushing, pulling, and grasping.
