MEP Contract Manager

As required by our governmental client, this position requires the candidate to be a United States citizen, lawful permanent resident alien, a citizen of American Samoa, or a national of the United States who owes permanent allegiance to the United States.

The Military Entrance Processing (MEP) Contract Manager role is a critical position within our organization, essential for fulfilling the requirements of our governmental client, particularly in the realm of military healthcare staffing, contract compliance, and IT-supported operations. This individual will be responsible for the oversight and execution of a large-scale medical personnel services contract, ensuring full compliance with the Department of Defense (DoD) and military healthcare regulations, while leveraging IT solutions to enhance contract performance, reporting, and medical record security.

This position will lead multi-site medical staffing operations, ensuring optimal performance and personnel retention, compliance, and overseeing the application of IT solutions. Through strategic planning, process optimization, and contract oversight, this position will lead diverse teams in achieving operational efficiency while maintaining the highest standards of compliance and technology-supported contract management. The position requires a seasoned leader with extensive experience in medical contract management, personnel oversight, and federal compliance, and must be capable of ensuring seamless healthcare staffing operations while incorporating IT-based process improvements.

MEP Program Manager & Subject Matter Expert | Responsibilities

Strategic Leadership & Stakeholder Engagement:

Provide strategic guidance, recommendations, and insights to stakeholders across multidisciplinary teams and multiple locations, fostering collaboration and alignment with organizational goals.

Act as the primary liaison between contractors, government stakeholders, and military officials for contract execution, medical staffing operations, and IT-supported compliance reporting.

Communicate effectively with internal and external stakeholders to ensure initiatives align with organizational goals.

Lead the integration of IT solutions into healthcare operations to enhance patient care, streamline workflows, and ensure compliance with regulatory standards.

Foster innovation and efficiency through expertise in informatics, analytics, and process improvement methodologies.

Develop and implement risk management strategies, governance frameworks, and contract risk mitigation plans to address operational challenges and ensure compliance.

Program & Operations Management:

Oversee staffing execution across multiple locations, ensuring personnel meet contract requirements, credentialing, background checks, and security clearance in accordance with HIPAA and DoD regulations.

Direct and manage complex projects, ensuring alignment with strategic objectives and contract performance.

Assess and oversee informatics contracts to support healthcare IT users and military beneficiaries, contributing to the overall health informatics strategic plan.

Ensure compliance with military medical standards, DoD Instructions, HIPAA regulations, and screening protocols through secure health IT solutions.

Manage government-furnished property (GFP), medical records security, and contract-related IT systems.

Supervise the secure electronic documentation of medical evaluations and screening results to meet DoD medical data handling policies.

Implement best practices in government medical staffing, DoD compliance, and contract performance using digital platforms.

Improve workforce allocation, staffing operations, and compliance tracking through technology-based solutions.

Financial & Performance Management:

Manage contract budgets exceeding $1-$3 million annually, ensuring cost-effectiveness and financial accountability using automated budget tracking and reporting systems.

Oversee financial management, including compensation structures, pricing strategies, and financial reporting for government review.

Conduct performance reviews, risk assessments, and corrective action plans using real-time analytics and digital reporting tools to track contract performance.

Provide timely reports, audits, and contract modifications while maintaining strong government-client relationships.

Apply data-driven performance tracking mechanisms to ensure compliance with government-mandated key performance indicators using real-time dashboards and analytics.

Support operational decision-making and contract optimization using healthcare analytics and predictive modeling tools.

Perform other job-related duties as assigned.

MEP Contract Manager| Qualifications & Education

Required:

Minimum of ten (8-10) years of experience developing, managing, staffing, and overseeing geographically dispersed personnel services in the medical field.

Master's degree from an accredited institution in one of the following fields: Business Administration (MBA); Business Management; Health Administration (MHA, MPH, or equivalent); Science and Health Administration; Nursing; and Medical Service Management.

Direct experience supporting Military Entrance Processing Stations (MEPS) operations, including expertise in medical qualification screening, healthcare staffing, and military medical standards.

Demonstrated experience managing contracts of similar size and scope (minimum $5 million annually), ensuring compliance with government regulations, contract deliverables, and military medical requirements.

Proven leadership in multi-site medical staffing operations, including recruiting, credentialing, and security clearance processes in a government healthcare environment.

Strong background in healthcare IT and informatics, including Health IT infrastructure and system integration; Medical data security, cybersecurity, and HIPAA/DoD compliance; and Government-furnished IT systems and data management platforms.

Extensive experience in program and contract management, including Government contracting procedures and procurement regulations (FAR/DFARS); Risk assessment, performance monitoring, and compliance tracking using data analytics; and Stakeholder engagement, cross-functional team leadership, and contract execution oversight

A demonstrated knowledge of medical operations to include completion of at least a Master's Level degree from an accredited academic institution in Business Administration, Business Management, Health Administration, Science and Health administration, Nursing or Medical Service Management is required.

Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) preferred but not required.

Project Management Professional (PMP) certification or equivalent program management certification.

Certified Professional in Healthcare Information and Management Systems (CPHIMS) or equivalent health IT certification is highly desirable.

Lean Six Sigma or process improvement certification.
