Wastewater Plant Supervisor

Summary

Under the direction of the Wastewater Plant Manager, the person in this role is responsible for supervising, directing, and coordinating various operational tasks. The Operations Supervisor is responsible for operating and maintaining wastewater treatment facilities, odor control, and recycled water systems. This includes staffing, budget management, monitoring, and reporting on performance and efficiency measures, and ensuring regulatory compliance. The Operations Supervisor also, works with vendors, contractors, engineers, and other City departments to ensure projects are completed, and workflow is maintained.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Assume the role of Wastewater Plant Manager as required.

  • Work collaboratively with the Maintenance Supervisor to ensure optimal utilization of employees and available resources.

  • Oversee the completion of work assignments to ensure the continued operation of plant equipment. Inspect all work performed by staff to review completed job assignments to ensure the safety, accuracy, and quality of the work process.

  • Inspect and oversee facilities to ensure safe, efficient operations. Identify operational deficiencies and recommend solutions. Coordinate operations, maintenance activities, and emergency response with other groups and support staff.

  • Assist with the preparation of bid specifications and obtain quotes for maintenance projects and equipment.

  • Assist the Wastewater Plant Manager in managing the annual department budget.

  • Oversee purchasing equipment, parts, and supplies for inventory or immediate use.

  • Develop and maintain standard operating procedures.

  • Work outside normal working hours as needed to correct any problems that arise within the wastewater plants. This includes responding to emergency call-ins, which can occur any time, day, or night.

  • Work cooperatively with other departments, contractors, and regulatory agencies to coordinate activities, exchange information, and resolve problems.

  • Must know and follow safety instructions and maintain housekeeping procedures.

  • Supervise the safety training, tasks, and advancement of employees.

  • Oversee project safety and investigate any incidents involving employees.

  • Read and interpret blueprints, diagrams, charts, maintenance manuals, and specifications.

  • Notify Wastewater Plant Manager, emergency coordinator and other plant authorities as necessary in emergency situations.

Minimum Qualifications

  • High School Diploma and a Valid Class "C" Texas Driver's License.

  • Five or more years' operational experience in advanced wastewater treatment facility.

  • TCEQ Class B Wastewater license required.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • An associate degree in environmental science

  • TCEQ Class A Wastewater license

  • Three or more years of lead or supervisory experience at a 10-million gallon a day WWTP

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of pump and motor maintenance

  • Comprehensive knowledge of engineering prints and specifications

  • Comprehensive knowledge of work order scheduling application

  • Comprehensive knowledge of federal and state rules and regulations.

  • Skill with Microsoft Office computer applications

  • Advanced skill with SCADA control system logic

Licenses and Certifications

TCEQ Class B Wastewater Treatment Plant Operator license required.

Valid Class C Texas driver's license

Physical Requirements / Work Environment

Frequent exposure to unpleasant environmental conditions and/or hazards. Frequent work performed outside or with exposure to risk including exposure to hazardous chemicals, raw sewage, communicable diseases, loud or constant noise, electricity, humidity, wetness, extreme temperatures, heights, odors, gases, mists, confined spaces, climbing ladders, cramped spaces, and inherent construction related hazards. Position is subject to 24-hour call out, 365 days per year.
