Job Summary

Performs as a fully competent and productive professional contributor, managing complex projects, maintenance and operations tasks, and building system troubleshooting. Duties may involve program ownership, with significant technical requirements and a high level of accountability. Typically involves fiscal responsibility along with management of timelines. Involves periodic review of output by Director.

  • Designs, maintains, and troubleshoots University mechanical systems such as HVAC, boilers, pumps, chillers, backflow preventers, domestic water systems, specialized water (reverse osmosis, de-ionized), compressed air, vacuum, and sanitary system stations.
  • Develops asset management strategies for the full lifecycle of assets, including replacement planning and energy efficiency.
  • Provides technical guidance to project teams.
  • Participates in the life cycle asset management (LCAM) team performing cyclical evaluations of building systems and maintaining an accurate and up to date database of deferred maintenance needs.
  • Manages building maintenance projects for the University. Coordinates the complete production of assigned projects, from programming, design, bid, construction, observation, completion, to warranty inspection.
  • Authorizes and monitors the work of architectural and engineering consultants, contractors, and service vendors engaged in the design and construction of a variety of complex buildings, related facilities, and systems.
  • Responsibilities include the execution / management of several projects / tasks simultaneously in various phases of development including planning, consultant selection, design, selection of contractor / vendor, construction management, inspection, and warranty administration.
  • Exercises considerable independent judgment in the implementation / application of the principles and practice of architectural planning, design and construction, related engineering knowledge, and in the administration of assigned building maintenance projects.
  • Provides in-house expertise on mechanical / electrical matters by assisting peers in evaluating alternative design and construction solutions and review of plans and specifications prepared by outside consultants.
  • Assists consultants and University officials in the development of complex and difficult building construction and renovation projects; reviews consultant plans and specifications at various stages of development for conformance to budget funding, program and design standards, completeness and accuracy; suggests changes, additions and corrections; monitors consultant cost estimates; schedules, attends and writes / monitors reports of meetings with consultants and University representatives.
  • Coordinates the development of building maintenance projects with University Faculty or Staff that will occupy or use the facilities; resolves conflicts with between consultants plans and needs of the building occupants.
  • Coordinates bid advertisements and solicitations, printing and distribution of plans and specifications to bidders, schedules and conducts pre-bid conferences and walkthroughs with contractors and consultants on complex building maintenance projects; evaluates bids and makes recommendations for award of contract; attends pre-bid conferences.
  • Coordinates signing of contracts with contractors; schedules and coordinates / conducts site walkthroughs and pre-construction meetings with consultants, contractors, and sub-contractors.
  • Initiates approval to appropriate organizations, OCP / Purchasing, for Notice to Proceed to contractors; reviews and recommends for approval periodic requisitions, invoices, and supporting data from contractors and consultants; reviews field inspection reports.
  • Monitors renovation / maintenance progress for building systems; keeps occupants / users informed; prepares / reviews change orders to contract; keeps records of contingency allowance and contractor / consultant payments.
  • Inspect renovation / maintenance projects for substantial and final completion, preparing list of any deficiencies.
  • Responsible for programming, designing, bidding, construction observation, and implementing all aspects of maintenance, renovation projects assigned by the Facilities Director of Operations.
  • Coordinates correction of defects by contractor during warranty period; schedules and conducts inspection at end of warranty period and assures corrections of defects; recommends final acceptance on behalf of the University.
  • Provides guidance to in-house maintenance staff in the repair or upgrade of university equipment and systems serviced by Facilities Operations.
  • Performs extensive internal and external contact with all levels of the university, public officials and agencies related to the development / operation / maintenance of physical facilities. Coordination with local planning agencies and involvement in local community development as it affects university campus projects.
  • Performs general emergency maintenance duties connected to any and all aspects of related work such as required by the Facilities Management/Facilities Operations supervision. This may include such items as hurricane protection, barricading of ditches, roads, emergency lights, broken road signs, repairing leaks on a permanent or temporary basis and other duties as required. On occasion may be requested to assist with carpentry and masonry repairs.
  • Performs other related duties as required or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications

  • Bachelor's degree in engineering and four (4) years of relevant experience or Master's degree in engineering and two (2) years of relevant experience.
  • Registered Professional Engineer.
