Basic Function

HF Sinclair Parco Refining LLC in Sinclair, WY is seeking a Health & Safety Supervisor who oversees and ensures compliance with all applicable local, state and federal safety laws and regulations.

Job Duties

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)



  • Oversees compliance with OSHA regulations and compliance for Refinery
  • Directs plant-wide safety program ensuring low accidents rates and a safe work environment such as but not confined to: Behavior Safety program, Personnel safety and training, Industrial Hygiene program, Auditing programs, contractor safety programs, permitting program, hot work and confined space entry and plant security
  • Support and direct plant Occupational Nurse and occupational health programs
  • Direct and support diverse group of health and safety professionals in a clear and efficient manner
  • Plans for the future of the health and safety effort at the Refinery through review of existing programs and policies, and instituting new policies and procedures when needed or required
  • Implements and maintains safety policies and procedures
  • Coordinates with PSM Supervisor to ensure compliance with Process Safety Management standards



May include some or all of the following:



  • May work closely with department managers to maintain compliance in practices covered under OSHA's 29CFR 1910 and 29CFR 1926 regulatory requirements.
  • May interface with peers in regular tactical leadership meetings Coordinate with emergency response team during evacuation and training drills and emergencies for the site
  • May manage facility security, including contract security officers; facilitate compliance with DHS CFATS regulation depending on location
  • May manage community relations, including acting as liaison with local residents, fire, police and city governments
  • May manage safety expense budget and related capital projects depending on location
  • May provide safety oversight during refinery turnarounds including daily safety audits with feedback to the T/A Manager and team and ensuring unsafe acts or conditions are corrected when found
  • May facilitate periodic insurance, Health & Safety, and TSCA audits for Refinery, and review all contractor pre-qualifications for Safety and Insurance rating metrics resulting from inquiries solicited by material management group
  • May complete Vulnerability Assessments for security related requirements, and review all Management of Change (MOC) requests as part of PSM requirements, providing approvals and direction for later project implementation

Experience

A minimum of 10 years of job related experience required in refinery manufacture, health/safety assignments or equivalent is required.

Education Level

EDUCATIONAL LEVEL:

A minimum of a Bachelor's Degree in Safety, Engineering or related field is required.

PREFERRED EDUCATION:

Certified Safety Professional, Certified Industrial Hygienist or Professional Engineer is preferred.

Required Skills

Ability to lead and direct the work of others. Advanced knowledge of OSHA and EPA regulations. Working knowledge of Microsoft products. Working knowledge of science, OSHA regulations, basic refinery operations, maintenance and engineering practices. Ability to effectively communicate with others, both written and verbal communication and interpersonal skills. Advanced leadership and interpersonal skills, Technical proficiency and professional competence. Goal oriented and organized. Ability to initiate changes and maintain balance of Business Line customer needs in an environment of governmental regulations. Advanced reading and writing skills, with the ability to perform advanced mathematical calculations.

PREFERRED SKILLS:

Working knowledge of Fault Tree Analysis and Quantitative Analysis and various Management Training courses preferred depending on location is preferred.

Supervisory/Managerial Responsibility

Responsible for the supervision of up to seven employees.

Work Conditions

Office and field based with up to 15% travel by land and air required. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, exposure to the risk of electrical shock, fumes, loud noises, vibrations, and airborne particles. Subject to all temperatures, weather and varying road conditions.
