Basic Function

The Process Safety Manager has responsibility for development and deployment of technical and engineering resources supporting operations and local projects in all PSM elements. This manager has leadership roles in key PSM work processes like MOC (Management of Change) and Managing Risk as well as assures compliance of the Process Hazard Analysis (PHA) element of Process Safety Management (PSM), EPA Risk Management Plan (RMP), and Facility Siting Standards as required by the company and government regulations. This role is integral to influence continuous improvement in plant-wide Process Safety Program to ensure compliance and reduction of Process Safety Incident Rates and positive PSM Culture.

Job Duties

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)



  • Leadership, development and management functions for small team responsible for engagement and performance.
  • Ensures site compliance with existing and upcoming OSHA and/or state PSM regulatory standards
  • Responsible for compliant completion of Unit Process Hazards Analysis (PHAs) and revalidation
  • Oversees implementation and effectiveness of site Management of Change (including Pre Start Up Safety Review and Management of Organizational Change) and Managing Risk work process
  • Ensures effective API-754 Tier 1-4, Process Safety Incidents (lagging and leading indicators) Reporting, Investigation of Causes, Trending and Analysis, and benchmarks site performance against industry experience to prioritize local Process Safety Initiatives
  • Member of Goal Zero Governance Team, responsible for tactical HSSE/Process Safety Improvement Plan for the site. Member of several other site governance teams.
  • Develops or influence workforce Process Safety Communication Program including Incident trends, investigation findings, process safety bulletins, lessons learned, etc.
  • Stewards and participates in site Process Safety Assurance Plan
  • Facilitates Quarterly Asset Integrity and PSM Meetings, Contributes to Annual Management Review (AMR) and ALARP Review.
  • Responsible for PSM Management System Health, including leadership and commitment, use of standards, competence, asset integrity, safeguarding systems, contractor safety, operating limits, Safety Instrumented Systems (SIS), PSM documentation, risk management, MOC, planning and procedures, incident investigation, emergency response, etc
  • Obtains Employee Feedback on Process Safety related issues (USW PSM Rep)
  • Ensures compliance with Facility Siting Requirements
  • Develops and implements new site policies and procedures in any area of responsibility when needed, working closely with department managers to ensure effective implementation


Special assignments or tasks assigned to the employee by their manager, as determined from timeto time in their sole and complete discretion.

Experience

A minimum of 7 years of job related experience required in refinery manufacturing, Process Safety, Engineering assignments or equivalent is required.

Education Level

A minimum of a Bachelor's degree in Engineering or equivalent related work experience, appropriate technical skills in lieu of degree is required.

PREFERRED EDUCATION:

Bachelor's degree in Engineering, Chemical or Mechanical discipline, or related field is preferred.

Required Skills

Formal and informal leadership skills, ability to influence people outside of direct reporting structure. Advanced knowledge of OSHA PSM regulations and critical Process Safety activity. Working knowledge of Microsoft products. Working knowledge of science, basic refinery operations, maintenance and engineering practices. Strong verbal and written communication and interpersonal skills. Advanced leadership and interpersonal skills, technical proficiency and professional competence. Goal oriented and organized. Ability to initiate changes and maintain balance of Business Line customer needs in an environment of governmental regulations.

PREFERRED SKILLS:

Working knowledge of all aspects of Process Safety Management, Incident Investigation (RCA) techniques, and other training focused in areas of responsibility

Supervisory/Managerial Responsibility

Responsible for the supervision of up to 7 employees, and leadership for Process Safety across entire plant.

Work Conditions

100% office and field based with travel required up to 20% of the time. Subject to varying road and all weather conditions. At times, required to work in petroleum refinery environment and out of doors.

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting or carrying and pushing or pulling up to 15lbs, climbing up to 25 ft., ability to wear personal protective equipment (beards not permitted).

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.

This position has a salary minimum of$122,400.00 and maximum of$222,400.00.
