SUMMARY: The Strategic Planning Analyst will lead and execute Strategic Planning, Programmatic and Communication tasks utilizing state of the art techniques and processes to support stakeholder requirements.

  • Mission Planning and Analysis: Support mission planning and strategy analysis.
  • Analytical Support: Provide strategic planning analyses and reports.
  • Annual Strategy Review: Recommend updates to agency goals and vision.
  • Executive Leadership Support: Assist in preparing high-level briefings.
  • Federal Advisory Committee Act Support: Implement advisory committee programs.
  • Task Management: Manage the Task Management Tool (TMT) system.
  • Event Facilitation: Plan executive off-site activities.
  • Routine Operations: Conduct security checks and manage classified documents.
  • Calendar Synchronization and Integration: Lead calendar event synchronization.
  • MDA Calendar Synchronization Group (CSG): Coordinate significant events.
  • Executive Calendar Management: Maintain an accurate executive calendar.
  • Weekly Briefings: Brief the executive calendar weekly.
  • Long Range Calendar: Maintain a two-year event calendar.
  • Calendar Distribution: Distribute weekly calendars.
  • Staff Coordination: Coordinate weekly staff products.
  • Documentation and Correspondence: Prepare briefings and correspondence.
  • Strategic Planning Support: Assist in strategy and policy development.
  • Leadership Messaging: Disseminate leadership messages.
  • Media Support: Coordinate media production and distribution.


NON-ESSENTIAL DUTIES:

  • Perform other duties as assigned


EDUCATION AND EXPERIENCE:

  • BA/BS in related field with 10 years relevant experience; MA/MS, PMP or PMI-SP certification may substitute for 3 years of experience
  • Possess 12+ years of experience of Program/Product Office (PPO) experience with PPO Planning, Scheduling, and Earned Value Management (EVM) analysis and reporting
  • Ability to create, interpret, implement and report EVM, schedules, schedule related products and communications relevant to PPO cost, schedule and performance
  • Ability to collaborate effectively with acquisition, financial, program management and technical experts and leaders to ensure and enable credible schedule-related communication throughout the PPO, with the PPO's contractor community and with senior leaders/stakeholders beyond the PPO
  • Ability to advise PPO leadership of Planning, Scheduling, and EVM analysis
  • Ability to mentor Basic, Intermediate and Advanced Schedulers in the broader aspects of PPO operations
  • Ability to provide relevant participation and authoritative perspective upon request in various types of reviews, e.g., the Integrated Baseline Reviews, Program Management Reviews, Technical Baseline Reviews/Developmental Baseline Reviews, Acquisition Strategy Panel/Boards, Directors Program Review, Integration Synchronization Council/Group and other MDA decision-making forums
  • Ability to identify areas of improvement and implement Corrective Action Plans or Improvement Plans
  • Ability to serve as a senior advisor to MDA leadership for schedule analysis, policy review and implementation
  • Must possess high levels of interpersonal skills, organization, and presentation skills
  • Ability to think critically, perform analysis, and possess high communication skills (written and spoken)


COMPUTER SKILLS:

  • Skill in operating a personal computer and standard office equipment
  • Must have proficiency (expert-level) in Adobe software
  • Proficient in Microsoft Office products including Outlook, Excel, Word and PowerPoint


CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCES:

  • Must possess and maintain an active DoD Secret clearance (U.S. Citizenship)
