The Water Business Group (WBG) Strategic Pursuits Leader (SPL) reports to WBG Strategic Pursuits Director and is ultimately responsible for implementing overall strategies that facilitate winning top line pursuits and implementing the WBG strategic vision.


Specific Responsibilities



  • Support the tactical implementation of the Strategic Plan by advancing our top line pursuits in close partnership with regional, market sector, alternative delivery, and professional services leadership
  • Work with Director of Major Campaigns/Strategic Pursuits to build and support the WBG Strategic Pursuits Team
  • Actively participate in internal leadership and networking meetings to expand and deepen working partnerships with market sector and area leaders within the organization.
  • Work collaboratively with business development and market sector leaders to identify, prioritize, and successfully capture top line pursuits
  • Establish and manage Strategic Pursuit budgets for assigned pursuits, together with Area Business Development Leaders.
  • Provide leadership and overall management of proposal efforts for strategic pursuits; translate business development, win strategy concepts and client insights into proposal strategy and tactical pursuit capture plan.
  • Work collaboratively with pursuit leadership teams to drive proposal efforts through storyboarding and message development; prepare non-technical proposal elements, edit, and proofread documents with accountability for overall proposal quality.
  • Plan and facilitate strategic pursuit technical workshops and interviews
  • Work with the corporate Creative Services Team to develop pursuit-specific marketing material.
  • Lead multiple concurrent proposal teams including assembling the pursuit team, leading, and facilitating win strategy meetings, directing follow up actions, and producing final submittals
  • Coach teams for interviews and presentations, both for team dynamics and individual presentation skills development
  • Direct and coordinate client debriefs for proposals won and lost.
  • Train, mentor and develop capacity to execute large pursuits with local staff.
  • Direct interaction and relationship development with clients, in support of identifying and securing major campaign pursuits
  • Attend industry conferences to develop and nurture client and strategic partner relationships
  • Employ and improve HDR's marketing-related tools and resources
  • Work with the WBG Marketing Services team to manage staff and resource workload to optimize staff utilization
  • Monitor proposal win rates to guide process improvement initiatives
  • Ensure quality, budget, and schedule performance of pursuit efforts


Preferred Qualifications



  • Bachelor's degree in STEM related field
  • 12+ years of experience in consulting industry business development
  • Demonstrated experience successfully leading large pursuit teams
  • Proven history of winning large, complex projects
  • Excellent written and verbal communication skills
  • Works cooperatively with diverse teams on proposals, including technical and marketing staff
  • Committed to quality, improvement, and HDR values

Required Qualifications
  • A minimum of 10 years relevant industry experience
  • Demonstrated "self-starter" with a history of completing projects with limited oversight
  • Deep knowledge of the A/E/C industry's standard approach to procurement of professional services
  • Demonstrated ability to motivate and inspire others
  • Maintain a professional or engineering registration or certificate or have related technical experience
  • Experience in sales and developing effective win strategies
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint
  • Ability and desire to travel and engage with others in-person
  • Demonstrated experience in writing compelling content based on information from technical staff

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
