Job Summary:

Personnel shall have working knowledge and experience in the manning, organization and conduct for a Defense Coordinating Officer (DCO) / Defense Coordination Element (DCE) Certification Exercise (CERTEX). In addition, personnel shall know the requirements to establish and execute a CERTEX. Personnel shall coordinate CERTEX dates and locations with the applicable DCO/E. In conjunction with (ICW) the DCO/E, personnel will coordinate critical partner participation in the CERTEX such as State National Guard, Regional FEMA Incident Management Assistance Team (IMAT) /FCO, Observer/Controller/Trainer (O/C/T), and Senior Mentor support.

Personnel shall coordinate with the DCO/E to establish the scenario (IAW the National Response Framework) for the CERTEX. Personnel, when applicable shall attend the Pre-Deployment Site Survey for each CERTEX. Personnel shall conduct a monthly pre-planning meeting via Microsoft Teams beginning NLT six months out from the applicable CERTEX start date. Personnel shall coordinate all required CERTEX writing / scenario information and requirements to the core writing team to include, but not limited to the following areas: MSEL development, LOCON, Common Operations Picture (COP), Medical/Public Health, Air Coordination, Time-Phased Force Deployment Data (TPFDD), Critical Infrastructure, Mission Assignments and Mission Assignment Tasking Orders, Logistics, State and Local Law Enforcement, Media, CBRN Effects, EXCON, Incident/Area Commander, and Media. Personnel shall coordinate for the Hotwash.

Job Description:

This leader establishes the vision for the program team and drives the team to exceed program objectives. The successful candidate will provide oversight to ensure adherence to program schedules, costs, milestones and technical performance, prepare corrective action plans for technical and schedule issues, and coordinate proposal preparation. The PLANNER/COORDINATOR will be accountable for achieving all internal financial goals including profit and loss, supporting process improvement initiatives, and ensuring compliance to all applicable policies and procedures. This position will be responsible to the customer to deliver compliant solutions or services. The LTP Coach IV will work closely with customers across the Department of Defense to ensure programmatic concerns are addressed in a timely manner and foster a strong working relationship.

As required, the LTP Coach IV will lead/perform the following tasks:



  1. Accountable for the program in its entirety including cost, schedule, and technical performance.
  2. Provide programmatic and limited technical direction on overall program execution.
  3. Lead internal and external Program Management Reviews (PMRs) and participate in TIMs with the customer and subcontractors as required.
  4. Maintain relationship of trust and respect with customers, chief engineers, and other internal functional leaders.
  5. Prepare status or briefings for management via collaboration with others to organize briefings and technical meetings for internal and external representatives.
  6. Act as the face of the company to senior customers for program creating an open dialog with the customer and using this rapport is able to create new growth opportunities.
  7. Lead technical collaboration with internal and external customers working new opportunities.
  8. Effectively delegate tasking to the functional team.
  9. Coordinate customer communications with contracts and IPT leads
  10. Understand the program financial and performance status from top to bottom.
  11. Analyze customer information and develop customer hot buttons, key performance parameters, and opportunity price-to-win
  12. Position will require 25-50% domestic travel




    Required Qualifications/Skills:



    1. Eight (8) or more years of relevant work experience.
    2. Eight (8) or more years of successful Department of Defense (DoD) program management or Integrated Product Team (IPT) experience.
    3. 8 (8) or more years of successful leadership experience successfully leading a cross functional team of diverse individuals.
    4. Bachelor's degree or Eight (8) years of additional work experience in lieu of degree.
    5. Entrepreneurially minded individual with demonstrated experience growing and executing a successful business, program and/or leadership of teams.
    6. Demonstrated innovative 'out of the box' thinking to support business objectives.
    7. Experience leading development teams and system requirements management.
    8. Experience utilizing program management practices including scheduling, earned value management systems (EVMS), financial systems and program control, risk and opportunity (R&O) management.
    9. Sound ethical values built upon trust, respect and 'doing the right thing'.
    10. Effective oral, written, listening and computer skills to develop and present narratives and briefings using Microsoft Office.
    11. Strong analytical and problem-solving abilities.
    12. Demonstrated ability to effectively work with and communicate with multiple levels of management and individual contributors on teams.
    13. Experience with Microsoft Office suite of tools.
    14. Must be a US Citizen with ability to obtain a DoD Secret level clearance.



    Experience / Education:

    *Eight (8) or more years of relevant work experience.

    *Eight (8) or more years of successful Department of Defense (DoD) program management or Integrated Product Team (IPT) experience.

    *Eight (8) or more years of successful leadership experience successfully leading a cross functional team of diverse individuals.

    *Bachelor's degree or Eight (8) years of additional work experience in lieu of degree.

    Clearance:

    *Must be a US Citizen with ability to obtain a DoD Secret level clearance.
