This position is located at Kwajalein Atoll in the Marshall Islands.

Essential Functions
  • Serve as the Security Special Programs Lead in support of the Reagan Test Site (RTS) at the US Army Garrison - Kwajalein Atoll (USAG-KA).
  • Oversee the management of special compartmented information facility (SCIF) and special access program (SAP) to include access control, classified material accountability, preparing/tracking program access requests (PARs), conducting security briefings/debriefings, etc.
  • Maintain the security functions for special programs in a fast-paced, deadline driven environment to include policies, security education, standard operating procedures (SOPs), concept of operations (CONOPs), etc.
  • Perform the duties of the OPSEC and Resource Protection Manager
  • Support company and/or US Government assessments and implement security measures to meet requirements.
  • Interpret and administer security doctrine, provide clear guidance to company & customer personnel, and recommend modifications to operations policies or procedures, as appropriate.

  • Conduct & support internal company and/or other customer security reviews.
  • Participate in technical meetings with internal / external customers and coordinate security requirements for mission operations.
  • Conduct security incident / violation investigations and formal report investigation results.
  • Compile data and provide necessary metrics and/or performance highlight
  • Comply with the security processes and procedures established by the RETS Security Manager.
  • Provide security support to special program growth initiatives.
  • Perform any other security related duties as assigned by the Director of Security, as required.
  • Other duties as assigned.

Required Skills

  • Extensive knowledge of National Industrial Security Program Operating Manual (32 CFR Part 117, NISPOM) and relevant SCI/SAP DoDM, DoDI, and ICDs.
  • Must be able to obtain and maintain SPeD, Special Program Security Credential (SPSC), Security Fundamentals Professional Certification (SFPC) or Industrial Security Oversight Certification (ISOC).
  • Excellent leadership/communication skills capable of leading a diverse team in a dynamic operational environment while maintaining positive, on-going relationships with internal / external customers.
  • Disciplined, self-motivated candidate capable of working in an independent or team setting with minimal direction.
  • Thorough understanding of what constitutes Personally Identifiable Information (PII) and / or Company Proprietary information and safeguarding methods to prevent unauthorized access.

Desired Skills & Experience

  • Basic knowledge of US Army's AR380-5,-12,-40,-41.
  • Basic knowledge of the International Traffic in Arms Regulations (ITAR).
  • Basic knowledge of access control system (ACS) & intrusion detection system (IDS).
  • DCSA CDSE Course Certifications:
    1. Sensitive Compartmented Information (SCI) Security
    2. SPeD Certification
  • Familiar with the U.S. Government's Defense Industrial Security System (DISS), Army Centralized Contracts & Security (ACCS) portal, and Joint Worldwide Intelligence Communications System (JWICS).
Required Experience
  • Bachelor's degree or equivalent combination of education and experience in a security related field.
  • Eight (8) or more years of relevant industrial security to include collateral, SAP, SCI, and/or information security experience.
  • Classification management experience to include security classification guide (SCG) interpretation for derivative classification decision making purposes.

Additional Eligibility Qualifications

  • Must currently possess and maintain a DoD Top Secret security clearance eligibility with the ability to obtain and maintain Sensitive Compartmented Information (SCI) eligibility and SAP approvals.
  • Must be able to relocate to the United States Army Kwajalein Atoll, Marshall Islands.
  • Must be able to obtain and maintain a U.S. passport.
  • Must be able to obtain and maintain a USAG-KA driver's license.
  • The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
