Position Overview
Primary Purpose of Position |
The primary purpose of this position is to support the business (fiscal) operations of Cooperative Extension at N.C. A&T, including purchasing, accounts management. This position more specifically assists with duties associated with purchasing, equipment inventorying, tracking/monitoring expenditures, reconciling accounts, budget management with limited funding sources, and other general office procedures.
The position will serve as specialist as it relates to purchasing goods and services using federal, state, grant and other discretionary funds and tracking expenditures and reconciling accounts.
The employee will utilize Banner, Aggie Mart, MS Excel and other software and technologies to carry out the functions as identified. The position will generate and prepare regular fiscal reports using Banner, MS Excel, and other software as needed by supervisor. |

Cooperative Extension at North Carolina Agricultural and Technical State University is the educational outreach component within the School of Agriculture and Environmental Sciences (
SAES). We deliver educational programs and technology to enrich the lives, the land and the economy of North Carolina's limited-resource individuals, families and communities. Our evidenced based programs in the areas of 4-H and Youth Development; Agricultural and Natural Resources; Community and Rural Development; and Family and Consumer Sciences are available to residents in all 100 NC counties and the Eastern Band of Cherokee Indians. |

- Demonstrates in-depth knowledge of university procurement, financial record, and internal control policies and procedures.
- Manages well-defined purchasing and accounting functions for business unit within the Cooperative Extension department
- Uses Aggie-Mart, University purchase Card, Banner, MS Excel and other technologies to process on-line procurement, reconcile accounts, and maintain records related to expenditures using CE federal, state, grant, and other CE discretionary funds
- Tracks purchasing order status and monitor payments
- Analyzes data for accuracy to identify the problem and provide solution
- Works with other purchasing staff to develop and maintain CE internal standard Procurement Procedure
- Manages and maintains CE internal ledger systems for assigned accounts and ensure CE 's financial records are kept and filed appropriately.

- Serve as an internal resource on financial matters with responsibilities including, but not limited to safeguarding cash, procurement processing, tracking and reconciling expenditures, monitoring accounts, and preparing petty cash, check request, and deposit forms
- Compiles financial data and provides reports to supervisor as needed
- Serves as a team lead for CE Agriculture and Natural Resources (ANR) unit for all purchasing and accounting matters, including, but not limit to independently handling all ANR unit competitive grant monthly reconciliation; working with CE Grant manager for ANR unit grant closeout to ensure all outstanding POs, P-card charges will be either posted or liquidated timely before grant's expiration date.

- Consult with staff on in-house purchase request as needed.
- Keep staff updated on the purchasing order status
- Explain university and departmental purchasing policies and procedures clearly and concisely to staff, vendors, and the public.
- Provide staff with the latest purchasing guidelines and procedures through workshops, meetings or individual consultation
- Answers PI's questions related to the assigned grant accounts.
- Provides CE new hires an overview of CE in-house purchase request process and university procurement policies and procedure.
