Evoke is seeking a highly skilled and technically proficient IT Program Manager with the ability to manage a complex and fast-paced client environment. This individual will be responsible for overseeing a Firm Fixed Price (FFP) contract and a leading federal, enterprise-wide, IT infrastructure program. The ideal candidate is a seasoned leader with extensive experience in IT operations and successful program execution.

** This position is 100% on-site, Monday through Friday, in NE Washington, DC **

Responsibilities:

  • Serve as the primary point of contact for the government and contract stakeholders, ensuring overall contract performance and client satisfaction
  • Provide strategic and operational leadership, managing the program's scope, schedule, resources, risks, and quality
  • Ensure contract compliance, meeting all deliverables, performance expectations, and service level agreements (SLAs)
  • Proactively identify and mitigate risks while maintaining a high level of program execution
  • Oversee the implementation of the Quality Control Plan (QCP) as outlined in the PWS
  • Develop and manage key Program Management Plans (PMP), including:
    • Communications Plan to ensure clear stakeholder engagement
    • Risk Management Strategy to anticipate and mitigate potential disruptions
    • Work Breakdown Structure (WBS) to drive program execution
  • Foster a collaborative and positive work environment that encourages innovation and teamwork
  • Coordinate and align operational activities with various IT teams (e.g., Engineering and Security)
  • Communicate, escalate, and support troubleshooting of incidents, outages, and degradations, in a timely manner

Education and Years of Experience:

  • REQUIRES Master's degree and 7+ years of program management experience in IT operations, OR
    • Bachelor's degree and 10+ years of related experience

Professional Experience and Skills:

  • REQUIRES active PMP certification; PgMP is preferred
  • Strong knowledge and experience managing federal, enterprise-wide IT infrastructure operations
  • Extensive experience managing FFP contracts, with a deep understanding of financial and performance implications
  • Ability to navigate high-pressure environments and effectively manage challenging client interactions
  • Strong leadership and personnel management experience, overseeing diverse - and geographically dispersed - technical teams
  • Proven ability to implement program management best practices and ensure operational efficiency
  • Prior experience working within IT or similar federal IT environments
  • Strong understanding of government contract compliance and regulatory requirements
  • Excellent problem-solving, negotiation, and communication skills

Security Clearance

  • Applicants selected must be eligible to work in the United States, be subject to a government security investigation, and meet eligibility requirements for access to protected information.

Work Location

  • Work is required to be performed on-site, Monday through Friday, in NE Washington, DC
