JOB SUMMARY
This position manages Sourcing and Contract Specialists who are responsible for various spend categories within the Supply Chain Management Department. This position leads their team and manages the complex and critical decisions, implementation, and service delivery for a given category and/or service line. Responsible to ensure strategic sourcing best practices in order to deliver savings and efficiencies to UTSW and its stakeholders. They are expected to coach the Sourcing and Contract Specialists to focus on streamlining processes, cost reduction, GPO/State contract optimization and increasing utilization of contracted products and services. They are responsible for driving results, meeting deliverables, and owning all stages of the Sourcing/RFP/Proposal/Contracting process as assigned. They will work collaboratively with other Supply Chain leaders to establish and maintain optimal Supply Chain processes. They will build and maintain relationships with other leaders across the UTSW business, and to create an environment that establishes Supply Chain management as a trusted advisor to departments.

EXPERIENCE AND EDUCATION
Required
- Education
Bachelor's Degree in related field
- Experience
5 years of progressive managerial experience leading purchasing, strategic sourcing and vendor performance functions.
Advanced degree (Master's, JD or PhD) in related field may be considered in lieu of experience.
- Licenses and Certifications
(CTCM) Certified TX Contracts Manager (3 attempts at the certification exam, first attempt only covered by UTSW) within 1-1/2 Yrs and
(CTCD) CERT TEXAS CONTRACT DEVELOPER (3 attempts at the certification exam, first attempt only covered by UTSW) within 1-1/2 Yrs
Preferred
- Experience
3 years of supervisory or lead experience strongly preferred.
Healthcare related experience
Proficiency with PeopleSoft, Jagger Sourcing Director, and TCM.
Completion of a leadership management program (such as UTSW Aspiring Leadership Program or Leadership Dallas) is a plus. May consider specialized training.

JOB DUTIES
- Supervises assigned sourcing staff to ensure a quality service is provided to customers and is responsible for the coordination of day-to-day sourcing activities.
- Develops individuals and creates learning and growth opportunities.
- Provides input to succession planning.
- Under limited supervision, performs hiring and orientation of new staff.
- Develops and executes an onboarding plan for new employees.
- Responsible for training new staff including the continuing education and development of existing sourcing team members.
- Effective management of scouring timeline to reduce RFX lifecycle and portfolios while ensuring that all contract documents are readily assessable.
- Conducts regular performance reviews with each team member and provides coaching and guidance on subsequent sourcing methodology activities.
- Conducts oversight and evaluation of all governance checkpoints in the Sourcing Methodology and completes proper documentation of performance in regard to the Sourcing Methodology. Develops procurement strategies for the assigned subcategories.
- Assists with the development of risk-assessment and contract monitoring plans.
- Acts as an escalation point to assist in the RFX process when challenging situations arise.
- Supports the e-commerce strategy for assigned spend categories.
- Manages supplier relationships, ensuring that UTSW business needs are met. Establishes key performance metrics (KPIs) to measure supplier performance and lead supplier business reviews.
- Reviews contracts for terms, changes and/or enhancements. Interacts with legal on contract language and terms in accordance with UT Southwestern policies and procedures.
- Monitors contractors' compliance in accordance with contractual requirements to include insurance and HUB requirements.
- Exports, Filters, Categorizes, and Interprets volumes of data to identify opportunities resulting from data selections and recommend sourcing opportunities.
- Compile information and respond to internal and external audit requests.
- Setting up, maintaining, and completing tasks/activities in Sourcing Director platform
- Performs other duties as assigned.
