The Manager of Wastewater Treatment is a key administrator in the East Bay Municipal Utility District (EBMUD) Wastewater Department. This position reports directly to the Director of Wastewater and serves in this capacity as needed. The major responsibilities of this position are planning, scheduling, directing, coordinating, and reviewing the operation and maintenance of a major metropolitan wastewater collection, treatment and disposal system, tertiary and advance recycled water treatment plants and waste to energy resource recovery facilities. This involves the following responsibilities:
*Ensuring the maintenance of a safe work environment and compliance with Cal OSHA regulations.
*Ensuring compliance with state and federal air and water quality regulations.
*Ensuring compliance with recycled water agreements for water quality and production.
*Overseeing the identification, development, and implementation of improvements to increase the effectiveness and efficiencies of the operation and maintenance programs.
*Overseeing the selection and assignment of operating and maintenance personnel.
*Overseeing succession planning, leadership development and the maintenance of effective employee training programs.
*Leading the development and maintenance of a high functioning operation and maintenance team.
*Interpreting EBMUD policies and procedures.
*Overseeing the development and implementation of practices, procedures and standards.
*Overseeing the resolution of employee relations issues and leading the development and implementation of meet and confer strategies associated with impacts to hours, wages and work conditions.
*Preparing and administering the Treatment Division's annual budget; overseeing and directing the development and implementation of a robust Asset Management Program that includes condition, risk, root cause and economic assessment as well as the maintenance of and effective and efficient preventive and predictive maintenance program.
*Developing, implementing, and leading emergency response, business continuity and contingency planning and responses in the event of a natural disaster, equipment failure or unusual operating conditions.
*Overseeing the development and maintenance of robust distributed control and computerized maintenance management systems to ensure the collection and preservation of accurate and complete facility data for assessment and reporting purposes.
*Overseeing the receipt, preprocessing and treatment of resource recovery wastes and optimization of energy production value.
*Ensuring the maintenance of facility security.
The annual salary for the Manager of Wastewater Treatment is $186,816 up to $283,344. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($242,856 per year).

1.A bachelor's degree, or its equivalent, with major work in engineering, public administration, biology, chemistry, or other appropriate field; and
2.Five years of experience supervising a section of operational, mechanical, maintenance, or engineering staff in a wastewater, water treatment, or other similar industrial facility.
3.Must possess a valid California driver's license and have a satisfactory driving record.
