The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. We are seeking a highly skilled individual who has extensive IT knowledge and experience in programs the coordination of other HUD, federal, state, local and private programs.

Provides technical support, expertise and advice to management and end user staff. Participates in the requirements gathering, design, development, and maintenance of web application, HCD applications and databases. Proficiency in MS development suite, SQL Management Studio, SQL Developer and COTS programming Tool Set. Maintains detailed knowledge of agency business architecture and application software data models.

Responds to production system emergencies and keeps abreast of information technology industry trends and direction for applicability to customer business architecture. Assists in detecting, analyzing, and resolving application-related problems; tracks changes made by the agency users and identifies changes that results in problems; analyzes trends; evaluates attainment of change management objectives

Evaluates new tools and methodologies for the agency's business needs and proposes software or hardware improvements; troubleshoots problems regarding databases, applications, networks, and development tools. Plan and coordinate activities involving other divisions/ agencies and/or contractors. Interprets requirements and implements agency-specific information security policies and requirements to support the county's strategic technical security policy and programs. Other job-related duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving records check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Extensive IT experience with a focus on supporting federal, state, and local housing programs, including HUD-related initiatives is a plus.
  • Experience in Agile frameworks with practical experience at team level to adopt Agile methodologies
  • Experience with meeting customer business requirements and expectations through technical solutions.
  • Knowledge of the .NET Core framework, Data Analytics, Power BI, SQL Server and application development.
  • Excellent written and verbal communication skills with the ability to explain complex technical concepts to non-technical users and staff.
  • Knowledge of the Yardi housing COTS (Commercial Off-The-Shelf) software.
  • Public housing business knowledge.

PHYSICAL REQUIREMENTS:
Work is generally active in nature; incumbent must be sufficiently mobile and frequently move about to perform essential job duties; may be required to move items up to 25 pounds in weight. Ability to drive a motor vehicle and maintain a valid driver s license. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. May occasionally work in outdoor weather conditions. All duties performed with or without reasonable accommodations.
