Job Description:

OREGON YOUTH AUTHORITY INVESTIGATOR 3 Salem - Central Office, Professional Standards Office

Oregon Youth Authority (OYA) is currently seeking an Investigator 3 to join the Professional Standards Office (PSO) in Salem, Oregon. Your role as the new investigator is to conduct investigations initiated by youth , their families, the Governor's Office, legislators, OYA Director, staff or others. You will investigate complaints related to citizen and youth conduct and allegations of employee misconduct as necessary.

A Day In The Life:

  • Conduct administrative investigations to evaluate staff, contractor and program compliance with OYA policy, procedure, key performance measures, as well as state and federal statutes and rules; ensuring investigative protocols are in accordance with applicable laws and rules.
  • This position also serves as investigator into youth complaints and grievances, and youth / child abuse reports and allegations.
  • Collaborate with HR to engage in joint investigations upon receiving youth complaints and allegations involving OYA employees.

  • Gather and preserve evidence and conduct fact finding according to applicable laws, rules, policy and procedures.

  • Conduct administrative computer forensic, cellular phone and other electronic investigations utilizing evidence gathering practices and forensic technologies including Cellebrite and the Forensic Toolkit.

  • Complete investigation addressing each distinct issue and any new issues that arise during the investigation.

  • Review incident reports, surveys, child abuse reports, and a variety of other formats for complaints against the agency, its employees, or contractors; with priority being placed on youth safety.

  • Evaluate and analyze assigned complaints during a preliminary review to identify potential staff/program non-compliance, systematic, policy or management issues, as well as any potential legal issues that may be present and determine jurisdiction and course of action.

  • Assist with providing reports and trend analysis to executive management, evaluating findings and recommending, training, policy and operational changes.

Additional Information:

  • Hybrid Telework: This position is eligible for a flexible remote work schedule, however the incumbent will be required to come in to the office for the first few months for training. After training, you will be required to come into the Central office every Tuesday and travel to facilities frequently. Employees may be required to be in the Central office more frequently in response to business needs. Must be able to work under the following condition with or without reasonable accommodations:

  • Primarily located in a regular office environment with a high caseload and conflicting deadlines.

  • Varying work schedule necessary to perform the duties of this position, with irregular and long hours on a regular basis. Subject to on-call and callback after hours to respond to emergencies.

What We Are Looking For:

  • Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court. Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.

College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.

Special Qualifications: (check the position description if there are any special license, certification, etc. needed for the position. This is where the bilingual language would go if it is REQUIRED for the position) Common ones we use:

  • Driver's License: Driving/travel is an essential function of the position. You must possess a valid Oregon Driver's License and acceptable driving record.

Required Skills:

  • Experience with criminal and administrative evidence handling.
  • Collaborative team building and facilitation skills; proven success at working across boundaries while building and sustaining effective teams on a statewide basis.
  • Ability to analyze and review information and use investigative techniques during various phases of an investigation.
  • Working knowledge and experience in analyzing and prioritizing intelligence information.
  • Demonstrable advanced investigative experience and skills needed to conduct investigations of staff, youth, or contractor misconduct.
  • Ability to determine and change priorities in a high-priority fast-paced office with a heavy workload and numerous deadlines.
  • Comprehensive computer and technical skills including criminal or administrative forensic investigation.

  • Lived or working experience working with youth in the juvenile justice system.
