Project Management Consultant

The Project Management Consultant will lead and manage various business, evaluation, and data management activities for the Ohio Colleges of Medicine Government Resource Center, including mixed methods research and learning management processes, and serve as a subject matter expert on behavioral health and public health projects, including the State Opioid and Stimulant Response (SOS) Evaluation project. Position responsibilities include serving as the SOS Evaluation project management lead, steering overall project management structure and activities; building relationships and serving as a liaison with Ohio Department of Mental Health and Addiction Services (OhioMHAS), SOS funded programs, GPRA data collectors across the state, and project partners in ensuring that program objectives and evaluation project priorities are operationalized; providing primary evaluation support to the SOS project team and state partners; guiding development of, and maintaining a project management strategy that includes the development and implementation of a relational database that supports dashboard, evaluation, workforce development, and implementation activities; contributing to and approving technical reports and stakeholder communications; applying developed industry knowledge and advanced understanding of concepts, principals and technical capabilities to manage project components; serving as a subject matter expert on substance use disorder (SUD) harm reduction and treatment program evaluation, the Government Performance and Results Act (GPRA) tool including data management; and project development, including grant and proposal writing (additional details included in Responsibilities (Duties) section below). The Project Management Consultant responsibilities may include creation of REDCap databases; project-related research and technical assistance, including literature reviews, qualitative data collection, report writing, interview and focus group facilitation, survey and interview instrument design and testing, and intermediate data analysis (dependent on project needs and proficiency with data analysis software); establishing and maintaining a learning management system for training and workforce development participants; directing the development of contracting documents such as subawards; regularly reviewing and approving the work product of team members; and contributing to and being responsible for project budgets. Additional responsibilities may include providing mentorship/staff development to other colleagues (e.g., Project Manager or Senior Project Manager); identifying funding opportunities and leading efforts to apply for funding opportunities; and leading sponsor communication to guide project scope development and establishing project goals, objectives, and budget needs.

Minimum Education Required:

Bachelors degree in a relevant field or equivalent is required.

Additional Education Required:

Advanced degree in relevant field is desired.

Required Qualifications:

A minimum of six years of relevant experience is required; eight to twelve years of relevant experience is preferred. Training and/or experience in substance use disorder harm reduction and/or treatment, mixed methods research, program evaluation, or GPRA data collection is required. Prior experience in public health, healthcare, policy and/or program design and implementation is required. Expert level knowledge of Microsoft Office, meeting facilitation software (e.g., Teams/Zoom) and other project management tools (e.g., Gantt chart, etc.) is required. Requires successful completion of a background check. Selected candidate may be asked to complete a pre-employment physical including a drug screen.

Additional Desired Qualifications:

Masters degree preferred. Training and/or experience in public health research and program evaluation methodology including survey design. Use of data calculation software, such as Excel, statistical analysis software, such as STATA or SAS, and/or data collection and management software, such as REDCap, is preferred.
