JOB SUMMARY The position is responsible for supervising the performance and directing employees and contractors in executing planned and emergency maintenance and capital improvements to the Louisville Water Company's water distribution system and supervising the maintenance, testing, reading, and field service functions related to Metering operations. Ensure all compliance requirements are followed and maintained per local, state, and federal regulations. ESSENTIAL JOB FUNCTIONS Ensure Louisville Water Company's $160 million revenue stream by installing, maintaining, servicing, and reading the approximate 280,000 meters in our service territory. Maximize efficient use of all Company assets assigned to the Process including assigning an appropriately sized workforce equipped with correct materials and equipment to resource jobs in the safe and efficient manner possible. Utilize contractor and vendor resources when appropriate to meet business needs. Manage work with constant attention to unit costs, capital budgets, and maintenance budgets. Track and report assigned employee and contractor work (projects, repairs, services) with allotted funds while meeting expectations for safety, quality, value, and service. Responds to distribution system and metering emergencies to minimize customer outages and ensure safety standards and regulatory requirements are met. Manage all resources (people, funding, materials, equipment, and contractual services) efficiently and in a manner that meets or exceeds the quality, service, and value expectations of our customers. Provide leadership to the group to ensure work activities are completed in a safe, efficient, and economical manner. Coach, counsel, schedule and evaluate employees to ensure proper training is received (e.g., safety, skill improvement, standard specifications, etc.) to meet performance expectations. Maintain a comprehensive knowledge of the Collective Bargaining Agreement (CBA) between Louisville Water Company and Local 1683 and all associated policies and procedures. Supervise and inspect the construction and maintenance of capital projects to be performed by employees and provide quality assurance and quality control to ensure projects and services are installed per specifications. Maintain knowledge of Company policies, procedures, and specifications. Maintain a thorough knowledge of technological tools used to manage customers, assets, and employees. Assist Engineering, Water Quality, and other departments as needed to assure the integrity and reliability of the water distribution system. Assist the finance department in obtaining Louisville Water revenue by accurately reading, maintaining, and testing customer meters. Assist the collections department in protecting Louisville Water revenue by severing customer water service as needed. Assist customer service department in analyzing and resolving customer related inquiries. Work with local ordinances, e.g., Metro Government, State Highway Department, etc., to obtain necessary right-of-way access permitting, while evaluating improvement opportunities and efficiency gains. Communicate in writing and verbally with outside governmental entities, private agencies, builders, developers, and individual customers to establish priorities, provide required services and resolve problems. Take part in job rotations with other supervisors to maximize experience and career development. This may include working 2nd shift, and weekends. Monitor fleet GPS software, run routine reports, and follow up with employees according to company policy. Review and approve assigned employees' time sheets, procurement purchases, assigned contractor invoices while managing employee overtime. Provide Supervision to employees working in one or more of the following functional areas: Meter Reading Supervise employees and coordinate work processes involved in obtaining the daily water consumption readings from manual and automated meters for Louisville Water Company's approximately 280,000 small and large meters. Timely and accurate reading must be maintained to effectively bill the customers of Louisville Water, MSD, and various Private Sewer Companies. Emergency Turning Ensure continuous first run and emergency response preparation of Emergency Turner personnel for distribution system needs/requirements such as leaks, no waters, main breaks, emergency locates, valve operations, and various other work types. Field CSR Supervise employees and coordinate work processes related to Customer Field Services. The Customer Service Representatives (CSRs) perform activities that include reading verifications, turn-on of water service, turn-off water service, and leak inspections. Administration Supervise employees and work processes related to the Radio Room, Metering Field Investigations, Work Planning, and Clerical functions. The functions include first run and emergency work assignments, maintenance and metering work planning, metering field investigations, timekeeping, invoice processing & payments and customer follow up related to these functions. Meter & Vault Maintenance Supervise employees and coordinate work processes related to the planning and emergency repair, maintenance and testing of approximately 280,000 small and large water meters and vaults. This includes the management of the large meter testing, temporary service meter, and flushing meter programs. This functional area is also involved in the maintenance and review of advanced metering technologies (i.e., AMR, AMI) currently used and being considered by the Louisville Water Company. Fire Hydrant Supervise crews and other personnel to maintain a comprehensive fire hydrant program. This includes hydrant servicing, hydrant preventive & regular maintenance, hydrant replacements and hydrant winterizing. Maintain regular communication with various fire departments on issues pertaining to fire hydrants. Distribution System Maintenance & Capital Supervise crews and other personnel for distribution system maintenance, new service installations, point capital and other larger capital construction projects. Track work costs and take actions to improve work costs as needed. Provide cost estimates for projects and various other work when necessary. Warehouse, Gate Shop, Maintenance Support Supervise and manage various employees and functions of the Warehouse, Gate Shop, and Maintenance support areas. SUPERVISORY RESPONSIBILITY This position may manage union, non-exempt, and exempt employees and is also responsible for the performance management of employees within the department. OFF HOURS SUPERVISORY RESPONSIBILITIES (On-Call Responsibility) Take part on a rotational basis as the Primary or Backup off hour supervisor, as often as twice per week. Schedule and assign union and non-union staff their work based on backlog and emergencies. Perform a facility security inspection. Perform a worksite audit of employees in the field. Maintain contact with working employees throughout the day. Callout resources as needed and respond to emergencies. Send a full report on off-hour shift updates to the Almond Management staff. WORKING CONDITIONS Generally, works a 40-hour week in office and field environments, with travel between worksites. Work performed in the office is mostly sedentary using a computer in an office environment. Field settings may involve hazardous materials and equipment common in a construction environment. Field visits often require extensive standing, stooping, and walking on varying surfaces/terrains and at times in adverse weather conditions. NOTE: This position is subject to 2nd shift, weekend, and holiday schedules along with callouts during night and other off-duty time and is considered essential during inclement weather/emergency situations. This position will also be subject to shift and assignment rotation. MINIMUM QUALIFICATIONS High School diploma or equivalent: and eight (8) years of construction, maintenance, or operations experience; and One (1) year of supervisory, team lead, or experience coordinating the work of others; and Ability to obtain a Kentucky Class IV-D Water Distribution Operator's License within 36 months of hire date; and valid driver's license. OR Associate degree, preferably in Business Administration, Business Management, Engineering, or related field; or equivalent combination of education and experience may be substituted; and four (4) years of construction, maintenance, or operations experience; and One (1) year of supervisory, team lead, or experience coordinating the work of others; and Ability to obtain a Kentucky Class IV-D Water Distribution Operator's License within 36 months of hire date; and valid driver's license.
