DESCRIPTION

UC San Diego Health Sciences is a Vice Chancellor area within the University of California San Diego (UCSD). The organizational structure comprises of an Academic and a clinical enterprise. The Academic enterprise encompasses 20 departments and 3 professional schools (The School of Medicine and The Skaggs School of Pharmacy and Pharmaceutical Sciences) and is dedicated to teaching and research. The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under general supervision of the Payroll Management Supervisor, this position will independently perform all aspects of the salary process from beginning to end for approximately 300 to 600 faculty members and MSP physicians in 1 to 7 SOM departments. This will require them to develop timelines, manage workflow, and deadlines to ensure implementation of all faculty salary processes throughout the fiscal year. This position will serve as the Health Sciences (HS) expert on faculty salary issues and provide consultative services and act as liaison between Health Sciences and Department Business Offices, faculty, payroll, Veteran's Affairs (VA), Division Administrators, and other internal/external offices. This position will provide timely, accurate and expert advice on compensation and timekeeping issues to the unit supervisor, and assist in developing training materials and standard operating procedures for general consumption of the Academic Resource Center. The position will assist with training new employees using materials readily available and those created by the incumbent. Additionally, the Lead will perform complex ad hoc reporting, audits, and analysis of pay-impacting items for the team and expected to use existing resources to streamline and consolidate the process where possible, and in light of enterprise-level initiatives affecting our operations.

In addition, this position will collaborate with others across the organization to make recommendations to improve business processes and efficiencies between units. By collecting substantive examples and data trends, the Lead shall present key findings and recommendations to the supervisor and manager for process and/or system enhancement.

As a seasoned experienced professional with a comprehensive understanding of UC, campus, and unit academic practices, policies, and procedures, resolves moderate to complex academic HR-related issues affecting a broad range of academic titles in imaginative and practical ways.

MINIMUM QUALIFICATIONS
  • Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.

  • Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.

  • Demonstrated thorough fiscal/accounting skills: extensive experience with budget preparation; ability to comprehend and process large amounts of data, and to prepare accurate financial reports in appropriate formats; demonstrated skill in preparing expensive/income projections and in reconciling account balances with ledger.

  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials, and make critical decisions regarding personnel.

  • Demonstrated ability to independently design, develop, implement, and deliver departmental and unit curriculum, trainings, and workshops for faculty and staff. Thorough knowledge and ability to conduct needs assessment to identify training priorities and develop strategies; develop, coordinate, and administer a wide range of in-house training activities and instructional programs to meet the identified needs.

  • Demonstrated leadership skills to manage conflict resolution, problem solving, team building, and organizational development. Demonstrated experience in providing day-to-day staff work direction.

  • Extensive data management experience (spreadsheets). Must rapidly and accurately manage multiple databases. Ability to comprehend, process, and manipulate large amounts of data using Excel and database software to generate data reports for reporting purposes and audits.

  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses. Proven leadership skills with the ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher level consultation and/or group collaboration.

  • Demonstrated thorough knowledge and experience using information technology systems to include word-processing systems, database systems, and email systems.

  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.

  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
