Job Description:

OREGON YOUTH AUTHORITY Operations & Policy Analyst 3 - Facility Services Operation Analyst Salem - OYA Equitable Building - Facility Services Division

Are you a strategic thinker with a passion for project management and operational excellence? The Oregon Youth Authority (OYA) is seeking a Facility Services Operations Analyst to support our Facility Services leadership team in driving impactful projects that enhance agency operations. In this role, you will provide critical analysis, project planning, and consultative guidance to ensure smooth implementation and continuous improvement of facility services.

We are looking for someone with strong project and change management skills, the ability to engage diverse stakeholders, and a data-driven mindset to inform practice improvements. You will play a key role in tracking deliverables, monitoring project progress, and ensuring transparent communication with OYA administration and stakeholders. This position also requires a systems-thinking approach to anticipate impacts on juvenile justice and facility operations. A commitment to spending time in OYA facilities is essential to gain firsthand insight into daily operations.

  • Hybrid Telework: This position is eligible for a flexible remote work schedule, however the incumbent will be required to come in to the office or at the facilities 2-3 days/week. Employees may be required to be in the office more frequently in response to business needs. What You Need to Qualify:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Strong project/change management skills in the area of organizational culture.
  • Experience engaging and partnering with a diverse group of stakeholders to improve and enhance services.
  • Experience analyzing and operationalizing data to inform practice improvement.
  • Excellent written and verbal communication skills, with attention to detail, which will be assessed in the application material and at time of the interview.
  • Ability to effectively demonstrate systems-thinking through identifying potential impacts of project activities to the juvenile justice system and OYA facility operations.
  • Commitment to spend time in OYA facilities, as needed by project work, to get perspective and understand the day-to-day operations.
