Job Title: Administrative Supervisor
Department: Police
Classification: Non-Exempt

Hiring Range: $35.92/hour - $40.42/hour
Salary Range: $35.92/hour - $53.89/hour

Position Summary: Responsible for the coordination and administration of general customer service activities in the Police Department, consistent with the organization's values and mission statement.
Supervision Exercised and Received: This position works under the general supervision of the Division Chief - Investigations and Administration. Exercises direct supervision over Police Administrative Assistants and Public Safety Record Specialists.

Essential Job Functions:
Operations Administration
*Performs and oversees numerous administrative duties that support police department operations and programs. Provides and oversees technical, legal, and administrative services support. Provides timely, courteous, and professional customer service in response to inquiries from the public, police personnel, and other outside agencies. Files police reports per policy. Provides administrative support to the Chief of Police, Division Chiefs, and other supervisors. Prepares the annual report and monthly data reports to the Chief of Police and Division Chiefs. Fulfills the tasks of a data analyst being responsible for collecting, cleaning, and analyzing the datasets from various sources of the data collected from our department and outside entities to identify patterns and trends, then translating those insights into actionable reports and visualizations to inform operational decisions, collaborating with those cross-functional teams that the police department partners with to drive strategic improvements through data-driven insights. Performs VIN inspections for the public. Assists in analyzing procedures, forms, and computer systems to identify problems and proposes solutions to streamline processes. Interacts with the prosecution, defense attorneys, the public and statewide courts.
Financial Management
*Performs accounting, publishing, and clerical services for the departments of Administration, Investigations, Patrol, and Community Safety Office. Maintains personnel files. Responsible for overseeing accounts payable, accounts receivable, purchasing, and bookkeeping, ordering supplies, processing of money orders, cash handling, and petty cash. Responsible for the daily transactions and backup documentation related to accounts receivables and accounts payables. Assists the Chief of Police in preparing the budget, compiling information, and doing research. Verifies certification compliance for officers with Colorado's Peace Officer Standards and Training, processes and tracks training requests and per diem requests to Finance. Maintains departmental compliance with city, state, and federal legislation. Assists with the preparation of the police department budget, including line-item expenditures, justifications, and requests for capital outlay as well as monitors police program spending. Completes monthly budget report to Division Chief of Investigations and Administration when requested.
Department Support
*Assists with crowd and traffic control for parades, special events, or incidents or emergencies. Participation in Incident Command System (ICS) functions as required. Responsible for new hire paperwork and routing to appropriate work groups, to include Human Resources. Maintains working knowledge of trends and developments in Human Resources Administration for application to function(s) i.e., FMLA, worker's compensation, public records law, ADA, FLSA, and EEO. Works closely with the City's Human Resources to ensure that items are handled accurately. Works with the City of Aspen Communications Department to ensure that department web site is up to date with information that relates to any departments under the Administrative Supervisor and complies with Accessibility requirements
*Assists with any departmental support as needed. Coordinates the maintenance of department inventory of uniforms, equipment, capital outlay, and makes appropriate updates for insurance coverage. Responsible for scheduling repairs, maintenance, and recommended upgrades of the communication equipment and body worn cameras including, but not limited to, telephones, and security equipment.
*Works with project task groups to implement and manage new technology initiatives through applicable knowledge of police information systems and user needs.
*Assist with grant applications and ongoing administration and reporting of grants awarded to the police department. Attends various meetings at the direction of the Chief of Police to record the minutes and action taken.
*Assists with all accreditation directives to comply with accreditation requirements and best practices.
Customer Service
*Provides any customer service support required of the Customer Service Officers as necessary.
Supervision
*Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development.
Property and Evidence Administration
*Maintains custody of property and evidence on hand, provides for security, protection from damage, ensures safekeeping, transport of evidence and oversees final disposition of said property. Responsible for making sure evidence is properly packaged, secure, and protected against damage, deterioration, loss, and tampering. Responsible for maintaining chain of custody for evidence in the property room. Maintains and catalogs crime scene photographs. Responsible for the processing of crime scene photos and copying video tapes, DVDs and CDs for the District Attorney, Investigators, and Defense Attorneys while ensuring chain of custody and integrity. Computes, compiles, and maintains a variety of records on evidence and property received/stored/disposed. Handles and is responsible for, firearms, narcotics, dangerous drugs, biohazards, and large sums of money.
*Serves as contact person, in conjunction with the Detective Sergeant,for officers, court officials, attorneys, other law enforcement agencies, and the public regarding property and evidence. Works with courts and investigators to ensure timely disposition of evidence and property. Researches case reports to find lawful owners of lost or stolen property. Prepares correspondence notifying lawful owners of availability of items of evidence for release to owners. Release property to rightful owners. Properly schedules and disposes of evidence no longer needed for case presentation. Prepares drug/narcotic destruction orders and participate on destruction team. Testifies in court cases relevant to the chain of custody of evidence and Department policies.
Critical Support
*Supports critical or emergency situations, as well as training drills, in assigned roles. Ensure Command Staff and Patrol are informed, as needed, on major issues that may have a positive or negative impact on police-citizen relations or the well-being of the community. Manages police alarm services.
*Receives and screens telephone calls, receives/assists walk-in persons, provides personal assistance, or directs to appropriate entity. Provides court dispositions and required information to outside agencies as required by law. Act as a liaison between crime victims and the police department. Performs fingerprinting services for the public. May receive training in processing a crime scene and the proper collection of evidence and be required to respond to crime scenes. May receive training in crime prevention and be required to conduct crime prevention inspections or take part in community meetings.
*Performs job in accordance with all City of Aspen safety and environmentally friendly practices. Performs other duties and responsibilities according to the direction and discretion of the Assistant Chief of Administration.

Minimum Requirements:
Education: Bachelor's Degree, or equivalent combination of education, training, and experience may be substituted.
Technical Knowledge: Must be proficient in Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
*Proficient in the Records Management System (RMS) or ability to become proficient within six months.
Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date.
Supervision: Has at least two years of experience supervising teams.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires the candidate to satisfactorily pass a criminal background check, physical examination, polygraph test, drug test, and psychological examination upon hire.
