About the opportunity

SWCA Environmental Consultants (SWCA) is one of the largest environmental compliance firms in the country and ranks among Engineering News-Record's Top 200 Environmental Firms. We have an opening for a Project Compliance Specialist in our Rocky Mountain/Plains subregion to support projects with a major, multi-state client. The candidate would report to our Denver or Ft. Collins office, but can be remote within the central Rockies geography. Hybrid work environments are also encouraged.

The candidate chosen to fill this position will lead and oversee compliance efforts for preconstruction planning, permitting modifications, construction oversight, and post-construction maintenance in the transmission, renewables, and power generation markets. This position requires leadership, agency and client communication, and project delivery expertise in a vast array of services associated with environmental compliance in multiple markets. We seek a self-motivated individual who can work independently and collaborate with local leadership to manage our current compliance portfolio and staff, manage teams of field staff, write critical compliance reports and permit modifications, and help deliver successful large infrastructure projects on schedule. This will be a full-time, regular (with benefits), salaried position.

What you will accomplish

  • Lead environmental compliance field team and project teams working on a range of small to large infrastructure projects.
  • Perform duties in the field during construction activities including acting as a lead environmental inspector, with tasks including but not limited to stormwater inspections, reclamation monitoring, spill reporting, and general construction compliance.
  • Provide professional regulatory and permitting guidance expertise to external clients and internal team members.
  • Prepare various environmental and regulatory permit applications or permit modifications for Federal, State, and local agencies.
  • Prepare compliance constraint resource reviews and aid construction and engineering partners in schedule planning.
  • Serve as the regulatory/permit compliance liaison between agencies, 3rd party monitors, contractors, and clients.
  • Perform pre-construction biological resource assessments (wildlife, vegetation, noxious weeds, soils) and presence/absence wildlife surveys where feasible.
  • Communicate effectively and proactively with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties regarding project status, schedules, and compliance issues.
  • Takes responsibility for team safety, developing safety plans (when applicable), timely reporting, and training.

Experience and qualifications for success

Required

  • A minimum of seven (7) years of relevant industry experience
  • Three (3) years of related experience in the compliance field or five (5) years of experience without a college degree
  • At least two (2) years of experience working on federal land projects
  • Experience in renewable energy generation and/or transmission, and/or oil and gas (or a related field)
  • Experience in developing and managing National Pollutant Discharge Eliminations System and state equivalent permits, stormwater pollution prevention plans (SWPPPs), and spill prevention, control, and countermeasure (SPCC) plans
  • Working knowledge of National Environmental Policy Act (NEPA), Clean Water Act (CWA), Endangered Species Act (ESA), and National Historic Preservation Act (NHPA)
  • Working knowledge of Microsoft suite of products (Excel, PowerPoint, Teams, and Word)
  • Experience with electronic field data collection and ESRI platform applications (AGOL, Survey123, Field Maps)

Preferred or Helpful

  • A bachelor's degree in engineering, environmental science, or related field helpful
  • A solution-driven attitude
  • Experience working with large infrastructure and/or EPC (Engineering Procurement Construction Contractor) lead projects
  • Experience working on projects with a 3rd party federal agency Compliance Inspection Contractor (CIC)
  • Experience and interest in business development, including building new relationships and supporting client capture planning
  • Project experience in Colorado, Wyoming, Utah, Nevada, and/or nearby areas
  • Experience leading worker environmental awareness and safety training
  • Strong organizational skills and ability to communicate in writing, verbally, and graphically
  • Working knowledge of state and local permitting and/or land lease agreements

An employee in this Denver, CO -based position can expect a salary of $81,769/year to $104,482/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
