Summary

Supports all C-17 TS Configuration and Data Management Activities. Executes management of the total data package and is responsible for maintaining the integrity of all released program documentation. This includes CAE-generated documentation, subcontractor generated information, database information, vendor programs and associated software/hardware documentation, Air Force aircraft technical publications and Air Force procedural documentation. Responsible for the team that compiles, delivers, maintains all C-17 TS CDRLs, all C-17 TS contractor related records, and all C-17 TS courseware, hardware, visual database, and software baselines.

Essential Duties and Responsibilities

  • Responsible for managing and delivery of all Contract Data Requirements List (CDRLs) for the C-17 TS program, in accordance with the Performance Work Statement
  • Responsible for maintaining the TS (ATS/MTS) Training Device (TD) software and hardware baselines, Master TD Library and traceability records of all TSSC change activity.
  • Responsible for ensuring program and TSSC conformance to the Configuration Management procedures established by the Configuration Management plan, validating the incorporation of approved changes, and reporting the status of change activity. Prepares status accounting reports
  • Prepares and oversees Physical Configuration Audit (PCA) preparations, audit conduct and follow-up
  • Assigns to the appropriate technical representative within the C-17 ATS organizations, specific HW/SW C&DM tasks in accordance with configuration milestones identified in the Integrated Master Schedule (IMS)
  • Supports procurement activity in ensuring subcontractors and vendors perform in accordance with C&DM requirements delineated in program specifications
  • Maintains interface relationships with each of the internal functional organizational entities on the program and with the Government
  • Ensures traceability for records of all change management implemented and validated on the training system starting with contract startup of C-17 ATS and continuing to the end of the contract. All historical baseline documentation provided by the Government at contract startup shall be archived for future contingencies
  • Supports Instructional Systems Design (ISD) Lead in ensuring courseware Product Baselines are reviewed and updated semi-annually
  • Supports the CAE USA Chief/Systems Engineer, Program Coordinator, and Modification and Change Management Program Manager to accurately identify, track, and assess the impact of aircraft, mission, and training objectives to all C-17 TS components
  • Supports the CAE USA Chief/Systems Engineer, Program Coordinator, and Modification Program Manager to interface with the C-17 Weapon System contractor and any aircraft modification contractor(s) through the associate contract agreements (ACA) or other contractual relationships
  • Supports the CAE USA Chief/Systems Engineer, Program Coordinator, and Modification Program Manager to assess whether aircraft modifications are applicable to the C-17 TS Product Baselines (i.e. ATDs and or courseware)
  • Develops special program-oriented procedures, maintains configuration management records, integrates configuration management practices and supporting documentation development and maintenance
  • Provides status reports and metrics on hardware and software configuration items
  • Receives schedule inputs from, and provides configuration management services to site management, the training system support center (TSSC), and external modification groups
  • Attends all Training System Working Group meetings (Courseware Configuration Working Group, Design Change Working Group, Integrated Logistics Support Working Group, TMS/LAN Working Group) and provides input, feedback and final review before Contract Data Requirements (CDRL) delivery of slides and minutes
  • Adheres to Cyber Security and Quality Management System program policies
  • Provides C&DM proposal input
  • All other duties assigned.

Qualifications and Education Requirements

  • Knowledge of military configuration management requirements, Mil-HDBK-61 Configuration Management Guidance, and Configuration Management Industry Standard SAE EIA-649 Principles and Applications is preferred
  • Ability to implement C&DM software, hardware, and data library processes and procedures on multiple programs.
  • Ability to support software load builds, imaging and backups
  • Strong communication and interpersonal skills are required
  • Must be proficient in Microsoft Excel, PowerPoint, Project, and Word.
  • Must be willing to travel as required
  • Must be able to work a flexible work schedule with overtime and weekend work as required.
  • Must be willing to work any shift or day of the week as required.

Language/Mathematical/reasoning Skills
  • Excellent verbal and written communication skills
  • Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams.
  • Will be required to respond effectively to sensitive inquiries and complaints. Must be able to generate effective oral and written presentations and proposals on complex subjects.
  • Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
  • Must be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is essential.

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Domestic and international travel as required.
  • Will be working in areas with risk of electrical shock from moving mechanical parts driven by hydraulics under high pressure.
  • Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit.
  • Must be able to stoop, bend, and crawl on top or under training devices.
  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the surrounding environment.
  • Must be able to distinguish colors.
