Role Description:

The Program Manager ensures that all DC Water and contractual biosolids operations and services at the Blue Plains Wastewater Treatment Plant are accomplished safely, efficiently and in compliance with Federal, State, and local regulatory permits and requirements and with DC Water's policies and procedures. Responsible for ensuring all testing and regulatory reporting is completed accurately and on time for all state and federal requirements. Responsible for new product registrations in states and annual renewals and fee payments. Responsible for developing a plan for Bloom product R&D to diversify our Bloom product line.



Essential Duties & Responsibilities:


  • Troubleshoots operations for Bloom quality assurance.
  • Responsible for all Bloom and biosolids related permitting application, product registrations, renewal, and maintenance.
  • Ensures that all required regulatory documentation is completed accurately and on time.
  • Prepares and submits regular and special reports such as the EPA 40CFR503 Biosolids DMR Permit Requirements Report, certification of permit compliance reports for MD, VA, DC, PA, NJ, and any other states in which we may obtain Bloom distribution permits.
  • Develops a R&D plan for Bloom products and works toward developing new Bloom products for the line to help us ensure we can market year-round.
  • Develops and implements a sampling plan and protocol for all biosolids compliance and product quality testing.
  • Reports all hazards to the appropriate supervisor immediately; helps correct safety and environmental hazards.
  • Demonstrates effective communication and relationship management skills in working with all operations personnel; interfaces with all levels of management and with personnel in other branches; creates a team environment and resolves conflicts.
  • Engages with national and local biosolids associations, including VBC, RBC, MAMWA and MABA among others.
  • Provides technical guidance as needed in troubleshooting Bloom production, grit, and storm water handling activities.
  • Interprets laboratory reports and technical data including biosolids processing utilization, distribution data, records data and activities needed to prepare regular and special reports.
  • Provide facility tours as needed.
  • Interfaces with contractors; verifies contractor's invoices for solids and biosolids utilization and/or disposal; recommends changes to contractual requirements as needed; determines government and open market estimates.
  • Manages compliance of facility Storm Water Control Permit.
  • Establishes, demonstrates, and enforces high standards for safety, quality of work performed, and productivity.
  • Operates Authority vehicles as an essential function of the position in accordance with Fleet Department policies.
  • Performs other duties and projects as assigned at the discretion of the Director, DCW Resource Recovery.
  • Routinely monitors fields operations to ensure material storage and application follows regulations.

Required Skills & Qualifications



Required Experience:
Knowledge of the mission, functions, objectives, and goals of the Biosolids Management Branch.
In-depth knowledge of basic wastewater treatment processes.
Knowledge of safe chemical handling and application procedures.
Extensive process knowledge including how biosolids handling process fits into overall wastewater treatment process, and the ability to recommend and implement procedural changes to enhance quality, productivity, and cost-effectiveness.
Extensive knowledge of Federal, State, and local regulatory permits and requirements pertaining to biosolids.
Minimum Education Requirements:
Bachelor's degree in environmental science, or related field of study from an accredited college or university and five (5) years of progressive experience related to wastewater treatment processes and/or biosolids operations, or Master's degree in related field of study and three (3) years of progressive related experience
Required Skills:
High level of commitment to safety, quality, and productivity.
Strong ability to recognize and remediate operational inconsistencies and hazards in the workplace.
Ability to handle non- routine occurrences as well as routine operations.
Ability to interpret data to ensure the facility is operating within permit parameters.
Excellent troubleshooting and problem-solving skills; expert knowledge of the science behind the processes, and ability to apply knowledge on a practical level.
Excellent communication skills, including listening, reading, oral and written communication skills. Ability to effectively communicate with all levels of operations and maintenance staff.
Excellent interpersonal skills and ability to create a team environment and work effectively with operations personnel and contractors.
Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. Word processing, spreadsheets, e-mail, etc.).
