DESCRIPTION OF WORK

As an Early Learning Program Certification Representative, you will conduct inspections of child care facilities and assess compliance with regulations to ensure the health and safety of children in regulated child care settings. You will also conduct complaint investigations when allegations of regulatory non-compliance are received and investigate allegations of illegally operating facilities. In addition, you will travel extensively to facilities located in urban, suburban, and rural areas of the Commonwealth. This role requires effective communication skills and a drive for excellence to be the leading edge of regulatory and policy changes that impact children and families throughout Pennsylvania.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • During the first 6 months of employment, you will be required to report in-office. After successful completion of the probationary period, you may have the option to be home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location within the DHS Central Region (Adams, Centre, Clinton, Cumberland, Dauphin, Juniata, Lancaster, Lebanon, Lycoming, Mifflin, Northumberland, Perry, Snyder, Tioga, Union, or York county).
  • You must be willing to travel frequently. Travel expenses will be paid.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience providing direct services to children and youth and a bachelor's degree that includes 24 semester hours of college level courses in early childhood education, child development, special education, elementary education, psychology, or human development; or
  • An equivalent combination of professional experience and training, which includes one year of professional experience providing direct services to children and youth and 24 semester hours of college level courses in early childhood education, child development, special education, elementary education, psychology, or human development.

  • Hiring preference for this vacancy may be given to candidates who live within DHS Central Region, which includes Adams, Centre, Clinton, Cumberland, Dauphin, Juniata, Lancaster, Lebanon, Lycoming, Mifflin, Northumberland, Perry, Snyder, Tioga, Union, and York counties. If no eligible candidates who live within these counties apply for this position, candidates who reside in other counties may be considered.
  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
