Overview

The Alternate Program Manager (APM) will assist in the overall management of the Rocket Technology Engineering Services (RTES) contract at the AFRL Rocket Lab. The APM provides technical and administrative support to the RTES contract. The APM will serve as the secondary point of contact to our RTES Customers, Contracting Officer (CO) Contracting Officer's Representative (COR) and Site Director in executing RTES contract requirements.

The RTES contract is structured to provide A&AS and engineering support services for the AFRL Rocket Lab.

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

This position will be located at Edwards AFB, CA.

Responsibilities

The APM is responsible for the following:

    In the absence of the RTES Program Manager the APM is responsible for the duties and responsibilities listed in the RTES Program Manager Position Description.
  1. Manages and executes RTES subcontracts.
  1. Develop training plans and records to ensure personnel assigned are properly trained.
  1. Manages the Environmental, Health and Safety program for the RTES contract.
  1. Support the implementation and completion of a Performance Evaluation process for all employees. The APM will assist the PM with the completion of RTES employee Performance Evaluations.
  1. Manages multiple technical and administrative task orders and groups of personnel supporting multiple customers. The following are the current RTES Task Orders:
  1. Helping the Rocket Lab in utilizing SLI TDEC reach back capabilities to fulfil the RTES contract mission.


Qualifications

The APM must be able to work effectively in a partnership with AFRL. This partnership will be based on open communication, development of an atmosphere of trust, agreement to work cooperatively for the contract good.

CONTRACT DELIVERABLES

The APM will be responsible for delivering the RTES Contractor's Progress, Status and Management Report.

ORANIZATIONAL REPORTING LINE

The APM will report directly to the RTES Program Manager.
