Job Summary:

The Program Manager oversees the comprehensive management of the Company's staffing program for a client. This role involves delivering exceptional customer service, managing hiring processes, supervising support staff, and establishing clear goals and objectives. Acting as the primary point of contact, the Program Manager represents Acara in addressing customer and contractor concerns. They collaborate closely with the client to ensure adherence to all established processes and procedures, while consistently achieving and maintaining all Key Performance Indicators (KPIs).

Essential Duties and Responsibilities:
  • Oversee the day-to-day delivery of program services, focusing on effectively addressing client-specific needs and serving as the primary point of support for customers and contractors.
  • Schedule and candidate evaluations.
  • Supervise and manage an onsite team of contractors, addressing employee relations issues by conducting thorough investigations, providing policy guidance, and facilitating conflict resolution to maintain a positive workplace environment.
  • Foster strong client relationships, promote goodwill, and identify opportunities to enhance sales and service delivery.
  • Act as the main point of contact for contractor inquiries related to timekeeping, payroll, tax forms, workers' compensation, benefits administration, address changes, and vacations.
  • Assist with onboarding and offboarding processes, orientation, and other employee-related activities.
  • Manage administrative functions, including personnel administration, payroll/billing, quality program compliance, coordination with temporary agencies, internal security compliance (if applicable), report preparation, and file maintenance in line with company policies.
  • Ensure adherence to performance benchmarks as defined by the company.
  • Handle customer-required processes, including drug testing and security clearance paperwork.
  • Maintain confidentiality of human resources data and uphold the integrity of operations.
  • Prepare and present detailed reports, including financial analyses, for customers and corporate stakeholders.
  • Administer and provide first-line support for Vendor Management Systems (e.g., Fieldglass), if applicable, documenting requirements, submittals, and related processes.
  • Collaborate regularly with branch and corporate teams on payroll updates, administrative issues, employee relations matters, and workers' compensation cases.
  • Occasional Travel: Required travel of 10-15%, typically up to two times per quarter, to support key clients, attend meetings, or participate in relevant events.
Job Requirements
Required Skills / Qualifications:
  • 3-5 years of HR and/or staffing experience, with a demonstrated understanding of HR laws, operations, and program management principles.
  • Proficiency in Office 365 applications, including Excel, PowerPoint, and Word, with strong skills in Excel.
  • Strong customer service skills, with the ability to effectively address client and contractor concerns.
  • Knowledge of payroll processes, benefits administration, and compliance with company policies and procedures.
  • Excellent organizational and administrative skills, including report generation and maintaining confidential records.
  • Strong problem-solving and conflict-resolution capabilities.
  • Ability to meet Key Performance Indicators (KPIs) and manage program-specific requirements such as drug testing and security clearance paperwork.
  • Effective communication skills for collaborating with corporate personnel, clients, and contractors.
Preferred Skills / Qualifications:
  • Experience in a staffing program management or similar role, especially within a client-facing environment.
  • Proven ability to manage and supervise staff.
  • Familiarity with Vendor Management Systems (e.g., Fieldglass), including administration and first-line support.

  • This role operates in a modern, hybrid work environment, utilizing technology such as laptops, video conferencing tools, cloud-based applications, and collaborative platforms. Flexibility for remote work is supported, while in-office settings may still involve the use of standard office equipment like computers, telephones, and printers.

While carrying out job duties, the employee must regularly be able to speak clearly and hear effectively to communicate with others. The role also frequently requires standing, walking, using hands for fine motor tasks, and reaching with arms.
