Proposal Manager (Remote or Hybrid)

TSC is a dynamic and rapidly growing company seeking a highly organized and results-driven Proposal Manager to lead and manage the proposal development process across our expanding company. The Proposal Manager will collaborate with cross-functional teams, including business development, subject matter experts, and leadership, to create high-quality proposals in response to RFPs, RFIs, White Papers, and other solicitations. This role plays a critical part in securing new business opportunities and ensuring our proposals are compliant, compelling, and meet customer needs. This role can be performed remotely or on a hybrid basis.

Responsibilities:

  • Lead and manage the end-to-end proposal development process, ensuring timely and successful proposal submissions.
  • Coordinate with various departments (business development, legal, finance, technical teams, etc.) to gather the necessary information for proposal responses.
  • Review RFPs, RFIs, Whitepapers, and other customer documents to ensure a comprehensive understanding of requirements.
  • Develop proposal outlines, schedules, and deadlines to ensure all stakeholders meet key milestones.
  • Leads team assessment and implementation of proposal team training at kick-off, as needed (i.e. Storyboards, Developing Text, Proposal Graphics, Color Teams, etc.)
  • Write, edit, and proofread proposal content, ensuring clarity, consistency, and compliance with RFP requirements.
  • Collaborate with technical writers, graphic designers, and subject matter experts to enhance the proposal's quality and presentation.
  • Ensure all proposals align with the company's standards, brand, and value proposition.
  • Maintain proposal libraries and templates for future submissions.
  • Track and report on proposal progress, providing regular updates to senior management.
  • Assist in post-submission activities such as clarifications, best and final offers (BAFOs), and contract negotiations.

Required Qualifications:

  • Bachelor's degree in Engineering, Finance, Business, or a related field, with a minimum of 5 years of experience in proposal management and related roles supporting U.S. government and/or industry customers.
  • U.S. Citizenship, with the ability to obtain and maintain a DoD security clearance.
  • Proven track record of leading proposal development efforts in the Federal Government marketplace.
  • Subject matter expertise in proposal development and RFP best practices.
  • Strong attention to detail with demonstrated project management capabilities.
  • Advanced proficiency in MS Word and other MS Office products.
  • Exceptional written and verbal communication skills.
  • Ability to work independently and collaboratively within cross-functional teams.
  • Commitment to continual process improvement.
  • Experience mentoring and training junior team members as required.

Desired Qualifications:

  • Association of Proposal Management Professionals (APMP) Certification.
  • Strong knowledge of FAR/DFAR requirements for proposal development.
  • Ability to adapt quickly to changing tasks and manage ad hoc projects on short notice.
  • Experience with ProPricer software.
  • Proficiency in creating Basis of Estimate (BOE) documentation.
  • Prior experience in Engineering, Finance, or Business Development (BD) roles is beneficial.
  • Willingness and ability to travel as needed (up to 10%).
