Primary Purpose Responsible for performing regulatory reporting and submittal activities, providing support for compliance initiatives, and handling day-to-day administration tasks for the department. Supports the Permitting & Compliance Manager to ensure compliance with regulatory requirements applicable to Port Arthur LNG Phase 1 and Phase 2. Responsible for researching and interpreting regulations and their applicability to the organization, determining operational impacts of the law, and supporting the implementation of such regulatory requirements to ensure compliance. Acts as a supportive liaison between the business units and federal regulatory agencies. Duties and Responsibilities
- Manage all aspects (data collection, report preparation, and submission) of routine regulatory reporting requirements. Prepare and submit official filings to regulatory agencies for approval as needed. Monitor filing inquiries from regulators, prepare response letters, and gather relevant information as needed until final approval is received.
- Develop an understanding of the regulatory structure, regulations, and industry standards applicable to the company's operations.
- Provides interpretation and guidance regarding regulatory requirements and/or issues. Tracks changes to federal and state and other regulatory requirements. Evaluates changes to business operations that would trigger changes in regulatory or other compliance obligations.
- Foster relationships with internal/external stakeholders that influence regulatory and business issues. Work closely with various functional groups (Operations; Maintenance; HSSE; Engineering; Commercial, etc.) to ensure the organization operates in a manner consistent with all applicable regulatory agencies' rules, regulations and policies (FERC; DOE/FE; EIA, etc.).
- Liaise with affected parties, both internally and externally, to gather and compile all necessary information to complete both planned and ad hoc data requests.
- Assist with the execution of internal compliance reviews and initiatives:
- Coordination of all on-site and virtual regulatory inspections, audits, special projects, etc.
- Collaboration and partnership with departments to define and implement policies, processes, and procedures to ensure compliance with all applicable regulations.
- Support the development of regulatory policies, procedures and related compliance tools.
- Support regulatory staff with various strategic projects and issues.
- Performs other duties as assigned (no more than 5% of duties).
Education
- Bachelor's degree - in engineering, physical/biological science, related field, or equivalent experience.
Experience
- 3+ years of related of experience in a regulatory and/or compliance role.
- 1+ year of experience in a regulatory and/or compliance role, preferably within the natural gas or LNG sector.
- 1+ year of prior experience with federal, state, or local regulatory agencies.
Skills and Abilities
- Outstanding interpersonal skills coupled with the ability to communicate effectively in both oral and written form, both internally and externally to a wide variety of professionals.
- Demonstrated high ethical standards for honesty, truthfulness and integrity.
- Highly proficient with basic computer software applications (Word, Excel, PowerPoint, etc.).
- Detail-oriented focus when researching/analyzing complex topics.
- Ability to complete time sensitive assignments accurately. Good organizational and multi-tasking skills, with the ability to assess and re-adjust priorities as needed.
- Ability to complete assignments that require judgment in resolving problems and/or making recommendations.
- Knowledge of regulatory requirements applicable to the LNG and midstream industry.
- knowledge of the applicable rules, regulations and policies of key jurisdictional agencies such as the Federal Energy Regulatory Commission (FERC), and the Pipeline and Hazardous Materials Safety Administration (PHMSA).
Other qualifications
- Must be able and willing to travel overnight for trainings and/or meetings as required (10%)
- Working extended hours may be required periodically.
- Must be able to wear safety equipment and other protective equipment as needed to perform job.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
