Organizational Unit Overview
The Office of Environmental Health and Safety is responsible for development and administration of ECU's comprehensive Environmental Health and Safety program for the entire University including the East (Main) Campus, Health Sciences Campus (including West Research Campus) and all outlying areas (local and regional locations) owned/operated by East Carolina University. It is the goal of the Environmental Health and Safety Office to provide a campus work environment free from occupational and environmental hazards and to promote safe work practices through training and staff development for our faculty, staff, students, patients and visitors. Activities are geared primarily towards prevention and control of occupational hazards, environmental management and emergency management through safety education and voluntary compliance rather than enforcement activities. Audits and advises departments concerning actions necessary to prevent or abate health, safety, environmental and emergency preparedness deficiencies and maintain compliance with applicable local, state and federal occupational health and safety regulations.
Job Duties
The primary purpose of this position is to serve as Associate Biological Safety Officer; to protect the ECU faculty and research/staff that use these agents; to protect the ECU and general environment from uncontrolled release of these materials; and to ensure ECU compliance with federal laws and guidelines and state laws regulating such research activities. Advise research clinic and teaching labs regarding engineering and other controls and the type of Biological Safety cabinets suitable to the hazard level of material used in research and ensure their safe operation and use.

Job Duties include:

Biological Safety Program Support
-Serve as Associate Biological Safety Officer
-Supervise Biowaste Technicians
-Conduct lab inspections with corresponding reports, deficiency tracking, and database management
-Review grants and research proposals and assist with development of SOPs/lab safety plans
-Assist with review of lab inventories
-Assist in review/collection of biological/medical waste (contractor coordination, scheduling, record keeping)
-Assist in review of construction/renovation plans
-Serve as member of IACUC and/or IBC

Select Agent Program
-Conduct lab inspections with corresponding reports and deficiency tracking
-Review grants and research proposals and assist with development of SOPs/lab safety plans
-Assist in review of safety, security, emergency procedures, training records and other required documentation
-Assist in review of lab inventories
-Assist in review/collection of waste
-Assist with training of authorized personnel
-Assist in review and scheduling of maintenance/renovation activities

Respiratory Protection Program
-Determine need for respiratory protection for infectious agents
-Coordinate completion of required medical clearance and/or annual clearance forms
-Coordinate/conduct fit testing

Training
-Assist in development and update of biosafety training programs, including respiratory protection, packaging and shipping biological materials ( DOT IATA)
-Provide consultative support and education/training sessions to faculty and staff in the proper selection of biological safety cabinets, personal protective equipment, and other safety engineering controls as needed; Packaging and shipping biological materials according to DOT IATA specifications and regulations upon request, etc.
-Manage biomedical waste issues and related questions and concerns of researchers and clinics.

Emergency Response
-Assist in development of emergency response plans
-Respond to emergencies (e.g., laboratory fire, spills personnel contamination, etc.) involving infectious agents.
-Maintain technical skills regarding emergency response, personnel and technical assistance (24 hr initial HAZWOPER training and 8 hr annual refresher).
-Respond promptly and effectively to incidents and emergencies involving biological materials, providing technical advice and support for decontamination or cleanup of spills.
Minimum Education/Experience
Bachelor's degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or related discipline; or equivalent combination of training and experience. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions.
License or Certification required by statute or regulation

Preferred Experience, Skills, Training/Education
Master's degree in basic or applied sciences in a relevant discipline such as Environmental Health, Industrial Hygiene, Industrial Safety, Microbiology or a related field. Specific coursework preferred include Physics, Chemistry, Biology, Microbiology, and Epidemiology.

Three years of relevant experience in Laboratory Safety that includes Industrial Hygiene/Professional Safety, Biological Safety, Chemical Safety, and/or Radiation Safety. Management experience in biomedical waste management is very desirable.
License or Certification required by the Department
Valid NC Dirver's License
