OPPORTUNITY

This is an opportunity to influence the international development sector by advancing USAID's democracy, human rights, and governance objectives. As the Project Director for the Analytical Services V (ASV) initiative, you will work with USAID's Bureau for Democracy, Human Rights, and Governance (DRG) and Missions worldwide to design and deliver responsive, evidence-based technical assistance. Through strategic leadership, you will help inform and refine USAID's approaches to advancing democracy and governance globally.

In this role, you will oversee a dynamic portfolio of analytical tasks, including sectoral assessments, political economy analyses, and rapid response technical assistance. You will manage diverse teams of consultants, subcontractors, and local partners to ensure high-quality, timely, and innovative deliverables that address USAID's emerging needs. ONGOING RESPONSIBILITIES

Provide Expert Technical Service



  • Provide expert technical assistance to meet client vision and EI quality standards in change management, decision support, monitoring, evaluation, research, learning, adaptive management, communications and knowledge management, datamanagement, and work process management in the development of client products.
  • Seek opportunities and model behavior to share insights, key products, and learning across EI teams and beyond EI
  • Oversee project implementation in accordance with the approved budget, USAID rules and regulations, and the specifications in the scope of work.
  • Effectively leverage contributions of partners and consultants.


Manage Teams



  • Manage ASV Team to develop and implement work plans, budget, and staffing plans aligned to client vision and EI quality standards and help them exercise increasing independence.
  • Successfully manage the financial performance of ASV.
  • Facilitate team formation and steward team culture and career progression of individuals.
  • Model EI culture, principles, and values and make decisions that advance EI's commitment to diversity, equity, and inclusion.
  • Solve problems across teams and portfolios independently, constructively, and efficiently.
  • Participate in developing and living EI leadership and management norms.


Client Stewardship



  • Facilitate creation of a shared vision (theory of change) with the client lead and an adaptive management process to achieve that vision.
  • Effectively gain trust by managing the project team to consistently deliver quality service, anticipate needs, and solve problems.
  • Develop and implement a staffing plan that meets client needs and contributes to strategic development of EI's talent pool.
  • Ensure compliance with USAID reporting requirements and oversee implementation of donor and corporate procurement, HR management, and other relevant policies and procedures.


QUALIFICATIONS

Minimum Qualifications



  • Master's degree with fifteen (15) years of relevant experience with DRG research.
  • Minimum five (5) years' experience supervising and managing worldwide analytical programs, preferably for USAID.
  • Demonstrated experience conducting DRG-related analyses, including assessments, research, and cross-sectoral studies, using diverse methodologies to address USAID priorities and deliver actionable insights.
  • Demonstrated experience using innovative approaches to monitoring, evaluation, and learning, collaborating, and adapting.
  • Demonstrated experience successfully engaging partners across multiple organizations and disciplines, including policy experts, donors, academics, and practitioners, to achieve project objectives.
  • Exceptional proficiency in written and spoken English.


Preferred Qualifications



  • PhD with at least twelve (12) years of relevant experience with DRG research.
  • Minimum of three (3) years of overseas field experience working in one or more developing countries.
  • Demonstrated experience strengthening local capacity for analytical work through partnerships, integrating expertise, and utilizing Grants Under Contract (GUC) to enhance skills and align with USAID policies.
  • Proven ability to deliver rapid response technical assistance and on-demand expertise, including strategic planning, training, and programmatic support, to address urgent needs in transitional environments and support USAID priorities.
  • Expertise in one or more of the following technical areas: advancing e-governance and digital democracy; strengthening free and fair elections; promoting justice and human rights; fostering inclusive governance; supporting independent media and civic engagement; driving evidence-based policymaking; and implementing anti-corruption strategies.
  • Experience managing the work of staff and subcontractors both within and beyond your area of technical expertise such as gender, inclusive development, climate, education, private sector engagement, conservation, energy, and land and resource governance.
  • Fluency in an additional language, particularly one relevant to USAID's priority regions, is highly preferred.

  • Outstanding written and verbal communication skills.
  • Problem-solving orientation and ability to manage dynamic workflows and priorities.
  • Demonstrated ability to advance equity and inclusion in leading the work of teams.
  • Advanced facilitation skills for both in-person and virtual events and meetings.
  • Knowledge of USAID programming, approaches, and policy.


Additional Requirements



  • Eligible for USAID facility access or security clearance.
  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.


BASE STATION

The position will be based in Washington, D.C. Environmental Incentives is implementing a hybrid work model in which employees are required to work in the office two days per week.

COMPENSATION AND BENEFITS

The starting salaryrangefor this positionis$152,000-$180,000 per year.
