General Statement of Job
Under supervision, the Housing and Community Development Specialist performs technical and administrative work coordinating the implementation of federal, state and locally funded community development and housing grants, programs, and projects.
Specific Duties and Responsibilities
Essential Functions:
Performs a variety of routine administrative functions, including data entry, report preparation, and documentation review.
Provides information to the general public about the various programs such as program eligibility requirements, application procedures, and available resources.
Maintains computer databases to track financial and programmatic progress.
Manages budgetary/financial activities of the case budgets.
Monitors implementation of individual projects to ensure all necessary components are executed properly and comply with program requirements.
Assists in the preparation of annual performance reports.
Assists in the preparation of grant applications/action plans and any subsequent amendments,
Conducts monitoring visits and prepares reports.
Assists in the preparation of RFPs, RFQs, and contracting documents.
Assists in the preparation of site-specific environmental reviews for projects.
Reviews federal and state updates on regulations to ensure program compliance.
Maintains accurate and detailed project files including copies of all required documents.
Ensures clients assisted with housing programs are in compliance with lien requirements.
Reviews invoices from venders/contractors/consultants for authorization.
Adheres to all applicable City policies and procedures.
Coordinates with other departments and outside agencies as necessary.
Performs other duties as assigned.
Minimum Education and Training
Bachelor's degree in Professional Planning, Management, Business Administration, or related field with three (3) years of experience working with State and Federal Housing programs; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has a thorough understanding of case management concepts and is able to manage multiple assignments effectively.
Is knowledgeable in implementing federal and state programs such as the Community Development Block Grant (CDBG), HOME Partnership Initiatives Program (HOME) and the State Housing Initiatives Program (SHIP), and ensuring compliance with all rules, regulations, and laws effecting the administration of the programs.
Has the ability to comprehend, interpret and apply regulations, procedures, and related information.
Has comprehensive knowledge of the terminology, principles, procedures, and methods as they pertain to housing and community development programs.
Is able to effectively communicate verbally and in writing, interact with supervisors, members of the general public, and all other groups involved in the activities of the department.
Is able to read, understand, and interpret various reports and related materials.
Is able to assemble information and make written reports and documents in a concise, clear and effective manner.
Has the mathematical ability to handle required calculations.
Is able to exercise independent judgment and work with little direct supervision as situations warrant.
Physical Requirements:
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Working Conditions:
Works primarily in an office environment but does require some fieldwork.
