Field Operations Planner, Supply Chain - Stores Operations

Overview

The Field Operations Planner is responsible for overseeing the functional activities within Stores Operations which include Regional Stores and or Astoria Stores. Effectively coordinate and advise the activities within the Stores Operations, including Environmental Health and Safety (EH&S) compliance. Achieve an excellent level of service in the support of the Company's material needs.

Responsibilities

Core Responsibilities
  • Provide quality control and analysis to ensure that all activities comply with Stores Operations objectives of providing excellent service.
  • Partner with operating organizations to identify and implement process improvements and cost saving measures.
  • Provide project support, schedule activities and serves as a backup to Operating Supervisors.
  • Benchmark operations across groups and integrate best practices to develop improvement strategies and process reviews.
  • Develop, compile and evaluate section and individual employee performance measures and standards to ensure achievement of departmental goals and Key Performance Indicators (KPI).
  • Produce and maintain all performance statistics for the department. Report on them regularly and develop programs to address issues raised in the analysis.
  • Ensure the safe operation and maintenance of all equipment associated with the store's operation such as forklifts, storage racks, wrapping machines, strappers etc.
  • Analyze and control expenditures to conform to budgetary guidelines and maintains optimum efficiency in each operation.
  • Review the Stores Operations portion of the information technology for reporting and analysis purposes, including various Warehouse Management Systems, (e.g. DEMS, Mainsaver, Cable and Reels System (CARS) and Automatic Data Acquisition for Meter Shops (ADAMS), Oracle EBS, EMIS, etc.).
  • Enforce security measures for Stores managed areas and perform regular inspections of the warehouse grounds.
  • Assume emergency response roles in accordance with coastal storm plan and material management processes.
  • Work closely with Union Leadership and Union teams.
  • Respond to storms and other emergencies, staff staging areas as required.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Master's Degree and 2 years of operations, logistics, or other relevant experience. or
  • Bachelor's Degree and 3 years of operations, logistics, or other relevant experience. or
  • Associate's Degree and 4 years of operations, logistics, or other relevant experience. or
  • High School Diploma/GED and 5 years of operations, logistics, or other relevant experience.
Preferred Education/Experience
  • Master's Degree and 2 years of operations, logistics, or other relevant experience.
Relevant Work Experience
  • Experience in identifying and implementing process improvement is required.
  • Excellent verbal and written communications skills are essential.
  • Proven capability to make independent judgments and deliver sound business decisions is essential.
  • Strong interpersonal skills are essential.
  • Proficiency in MS Office products is required.
  • Familiarity with the Collective Bargaining Agreements its required.
  • Problem-solving skills are essential.
  • Excellent leadership and organizational skills are essential.
  • Familiarity with inventory and warehouse management systems is preferred.
  • Experience supervising and/or interacting with Union employees is highly preferred.
  • Experience with Oracle EBS or similar Enterprise Resource Planning (ERP) system is preferred.
  • Project Management experience is preferred.
  • Knowledge of Stores/Warehousing/Operations and various equipment and material used by Operating Organizations (Construction, Electric, Gas, Steam) is preferred.
Licenses And Certfications
  • Driver's License Required
  • Project Management Professional (PMP) Preferred
Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to climb ladders and stairs
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
