Description

Summary: Manages Human Resources and Payroll department staffs and activities. Responsibilities include developing programs and policies, including compensation and benefits, employee relations, reporting, employment records, staffing, employee engagement, training, organizational development, labor relations, and compliance.

Supervisory Responsibilities: Manage a team comprised of 6-8 employees.

  • Develops, recommends, and implements human resources and payroll policies, procedures, and best practices in accordance with laws and regulations for approximately 500 employees at multiple companies in multiple states (OR, WA, CA, ID, NV, UT) and internationally in the Netherlands. Manages benefit plans with benefits broker and human resources staff.


  • Advises management on employment law, company policy, best practices, disciplinary and performance issues. Coaches and counsels management and employees regarding all aspects of human resources and payroll related issues.


  • Identifies legal requirements and government reporting regulations for private industry and Federal Contractors, e.g. OFCCP, EEO, AAP, FMLA, OFLA, ADA, ADEA, FLSA, USERRA, VEVRAA, Affirmative Action. Monitors company risk exposure and ensures compliance and timely report filing, e.g., EEO-1, VETS-100 and any others.


  • Oversee and assist in monthly, quarterly and annual tax reports for Federal, State, and local governments as required.


  • Serves as EEO specialist. Acts as primary contact with labor counsel and outside government agencies.


  • Protects the interests of employees and the company in accordance with company policies, laws, and regulations.


  • Reviews recommendations for new hires, transfers, terminations, job titles, disciplinary action, and benefits.


  • Ensures corporate records are maintained in accordance with policy and the law.


  • Oversees and assists with implementation of human resources programs through human resources staff.


  • Establishes and implements recruiting practices and procedures to comply with all laws and company policy. Assist with recruitment for the company(ies). Coordinates and assist with staffing needs throughout all the companies when needed.


  • Develops and implements performance management policies and practices including recognition and award programs.


  • Prepares and administers a compensation system including job descriptions, exempt / nonexempt classification, pay ranges, commission plans, and any other bonus or pay related programs. Performs research and collects data on salary surveys for management review.


  • Stays current on Federal and State regulations in OR, WA, CA, ID, UT, and NV, including the represented union contract.


  • Advises, consults, and coordinates with senior management on company policies, legal issues, and organizational plans. Guides senior management on handling potential litigation. Acts as prime contact with outside legal counsel regarding employee issues. Handles employee grievance issues and investigates conflicts and claims.


  • Trains and coaches others on human resources related practices and laws.


  • Works with management and legal counsel to update and change policies in the Employee Handbooks, ensuring new versions are disseminated to all employees.


  • Manages and works with human resources generalists to ensure unemployment claims and appeals are resolved.


  • Assist in training new payroll clerks on policies, procedures, software, and processes.


  • Monitors turnover rates and counsels management on retention strategies.


  • Prepares reports and other information to top management as needed or requested.


  • Experience with Paycom is preferred - working knowledge of NetSuite is helpful as well.


  • Any other duties may be assigned.

Qualifications

Education and/or Experience:



  • Bachelor's degree from four-year college or university.
  • 7+ years of related experience and/or training or an equivalent combination of education and experience in Human Resources management is required.


  • Experience using Microsoft Office, including Outlook, Word, Excel, PowerPoint, and Access.
  • Experience managing a team is highly preferred.


Licenses, Certifications:



  • A Professional in Human Resources (PHR) or a Senior PHR certification is preferred.
  • Certification(s) in Human Resources Management. Membership in professional human resources organizations.
  • A valid state driver's license may be required for certain assignments.
