Job Summary
The Port Engineer is responsible for safely and efficiently managing the operations and maintenance of assigned company or company managed vessels.

Primary Objectives
  • Oversee and provide for maintenance and repair of assigned vessels to ensure condition of hull and machinery are in compliance with applicable codes, standards, and regulatory requirements
  • Manage vessel operations in compliance with flag, international and classification rules, codes, guidelines and industry standards.
  • Manage contractor and vendor agreements, invoices, and relationships to ensure work is performed as required within established time frames and budgets.
  • Ensure safe and reliable performance of vessels in compliance with customer and company requirements.
Duties and Responsibilities
  • Coordinate repair and maintenance functions to minimize loss of revenue and cost of repairs
  • Review repair requests to determine that expenditures are economically sound.
  • Maintain contact with contractors to ensure completion of work at minimum cost.
  • Vessel attendance to ensure technical condition, performance of maintenance and repairs.
  • Conduct investigations of accident reports and near misses.
  • Investigate machinery casualties to determine cause and advise methods of operation to prevent recurrence of casualty.
  • Coordinate and conduct follow up of surveys and repairs.
  • Prepare dry dock and modification and repair specifications.
  • Approve fuel, lubricant, and vessel consumable invoices and expenses.
  • Approve and evaluate spare parts consumption and requisitions.
  • Manage vessel inventory aboard and ashore.
  • Review and evaluate position reports and other reports relevant to status and performance of assigned vessels, safety, and pollution prevention.
  • Monitor and report on the performance of company or company managed vessels.
  • Evaluate the performance of Masters, Chief Engineers, officers, and crew.
  • Review operational efficiency of company managed vessels.
  • Develop and maintain an environment that prioritizes the safety of personnel, vessels, and cargo and the prevention of pollution.
  • Follow up on required corrective and/or preventive action resulting from non-conformance reports and results of internal and external audits.
  • Manage and work with Regulatory and Classification Societies.
  • Develop and manage vessel operational, capital, overhaul, and consumable budgets.
  • Other duties as assigned.
QUALIFICATIONS

Education
  • Bachelor's degree in Marine Engineering, Business Administration, or related field, or equivalent combination of coursework and experience in directly-related field required
Licenses and Certifications
  • Valid state-issued driver license and acceptable driving record required
  • Transportation Worker Identity Credential (TWIC) required
Work Experience
  • 6+ years of related marine engineering experience required
  • Prior experience working with and overseeing union-represented employees required
  • Experience using Nautical Systems vessel management software preferred
Required Knowledge, Skills and Abilities
  • General knowledge of stevedore operations for break bulk and/or container vessels, cargo stowage restrictions with regards to hazardous cargo, and stability considerations of vessels.
  • Basic knowledge of safety and accident prevention codes and regulations and related industry governmental regulations.
  • Demonstrated proficiency with vessel management systems
  • General knowledge of labor contracts.
  • Ability to make critical decisions in an ambiguous environment under stressful conditions.
  • Ability to drive automatic and manual transmission vehicles safely.
  • Self-motivated with the ability to work under pressure with minimal supervision.
  • Good verbal and written communication skills.
  • Good organizational and multi-tasking skills.

Working Environment
This role requires work that may involve the following environmental conditions:
  • Vessel and terminal environment - includes moving, shifting surfaces, and active production areas including moving vehicles, equipment, and machinery.
  • Outdoor/open environments which may involve high/low temperatures, humidity and inclement weather conditions.

Zone 2: Starting rate $65.00; up to $80.00 for highly qualified candidates
