JOB SUMMARY

Manages activities related to the design, development, implementation and operation of cloud-based data and information systems and software applications such as eLogger, Sharepoint, Power Apps, PDMS, powerAutomate, nextgen and Kahua. Oversees the daily performance management of databases of supported applications including ongoing development of customized reporting required by end users and critical data analysis. Responsible for maintenance, support and upgrade of business-critical data, applications and systems. Coordinates with other Sewer District departments in support of enterprise applications and systems. Applies proven communication skills, problem-solving skills and application development best practices to guide team through design, development and deployment of software applications. Provides technical leadership and advisory input in relation to application development, deployment and support activities. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Responsible for managing design, development and deployment of new applications to systems software. Manages enhancements and upgrades to existing applications throughout the supported departments including interfaces to enterprise applications. Implements and maintains software quality management oversight to programming efforts to ensure high quality. Examples of data and software systems include, but are not limited to, Document and Content Management System, Computerized Maintenance Management System, Flow Monitoring and Rain Gauge Networks, Integrated Construction Schedule Management System and Operational Data Systems.

- Manages and provides technical leadership to staff and to contracted application development resources, in support of business operations. Manages relationships with technology solutions and professional services providers.

- Manages daily performance of application system databases. Recommends strategies for performance improvements with input from direct team members and Information Technology staff.

- Develops and implements strategies for technology platforms in support of application development and integration with departmental and enterprise applications and provides foundation for future development.

- Ensures that application development and deployment projects meet business requirements, goals and fulfills end-user functional requirements. Identifies and resolves system issues during development and implementations.

- Evaluates current resource capabilities and capacities against existing workloads and projects these conditions into the future to determine appropriate resources and skill levels required to meet the department's annual work plan and objectives.

- Develops and follows system development lifecycle strategy for application development in support of strategic objectives of the supported departments and the Sewer District and in alignment with trends and developments in technology, software and industry standards.

- Manages assigned application development or application support projects under the guidelines of the departments policies and procedures.

- Supports business intelligence operations by ensuring optimal performance of business databases. Supports database constructs to support information management and data reporting activities.

- Collaborates with project leads during system implementations or upgrades to ensure that any new software integration into systems meets functional requirements, system compliance and interface specifications.

- Works with key stakeholders in the Sewer District to understand business requirements that lead to development projects and to understand requirements for business intelligence and reporting.

- Develops, maintains and enforces application design and programming standards. Conducts design reviews to ensure high quality of in-house application design and adherence to programming methodologies and design standards.

- Oversees pre-testing phase of application development to identify potential problem areas, identify viable and effective solutions and makes the appropriate recommendations. Collaborates with all members of the project team and system owners in the testing of new software programs and applications.

- Reviews and analyzes existing application effectiveness and efficiency. Develops strategies for improving or leveraging these applications.

- Works with the Business Process team to ensure effective transition of business and functional requirements into proposed application or system solutions. Provides assistance in the development and review of project proposals and contractual agreements.

- Supports the Sewer District's Disaster Recovery Plan by ensuring staff's readiness level.

- Coordinates feasibility studies for software and system products and development tools under consideration for purchase and give advice based on findings.

- Responsible for the development and monitoring of operational budgets associated with application development.

- Maintains effective communication with all departmental staff to ensure that their needs for use of information system and information management are being met.

- Evaluates and appraises the performance of employees by setting up standards of performance, in accordance with the Sewer District's performance management system and checking work in process.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess bachelor's degree preferably in Computer Science, Information Systems or a closely related field.

EXPERIENCE

- Candidate must possess five (5) years of experience in application requirements analysis, software development and/or programming design and systems management.

- Experience must include three (3) years supervising, managing or leading others.

OTHER REQUIREMENTS

- Candidate must possess technical expertise in cloud-based applications such as eLogger, Sharepoint, Power Apps, PDMS, powerAutomate, nextgen and Kahua.

- Candidate must be technically fluent in one or more programming languages (Visual Basic; web development i.e. JAVA, HTML, PL/SQL, SQL, ASP, or C#; and Access and/or Oracle databases) and display creditable project management skills and/or substantial exposure to project-based work structures and project lifecycle models.

- Candidate must be able to communicate ideas in both technical and user-friendly language, to conduct research into application development issues and products.

- Candidate must possess a strong orientation to work in a team-oriented, collaborative environment.

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

- Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

- Candidate must possess ability to continuously take on complex projects and additional responsibilities.

- Candidate must possess strong team leadership and people management skills.

- Candidate must possess strong knowledge of system and software quality assurance best practices, knowledge of database design and file management techniques, working knowledge of network and PC operating systems and knowledge of network hardware, protocols and standards is required.

PHYSICAL AND MENTAL REQUIREMENTS

While performing the essential functions of this position the employee must be able to compare, compile, compute, analyze, copy, coordinate, synthesize, instruct and negotiate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as handling, fingering, reaching, feeling, hearing and talking. This position requires heavy computer knowledge and ability. Ability to lift up to 10 lbs. on a frequent basis. Position will require visual demands of near acuity, depth perception, color vision, accommodation and far acuity. The position is primarily in an office setting.

Pay Range: USD, Commensurate with Experience

$101,232 - $126,539
