OREGON YOUTH AUTHORITY Program Analyst 3 - Statewide Black/African American Services Coordinator Salem, OR - OYA Development Services Division - OIIR (Equitable Center)

The Office of Inclusion and Intercultural Relations (OIIR) is seeking to fill the position of Statewide Black/African American Services Coordinator. This role provides leadership and content expertise on the programming and cultural support needs of Black/African American youth and families served by the Oregon Youth Authority (OYA). The Statewide Black/African American Services Coordinator will establish and maintain collaborative relationships with government representatives from African nations to coordinate appropriate services for youth committed to OYA who are citizens of other countries. In this position, you will develop and implement a comprehensive statewide plan to provide services to Black/African American youth in OYA close custody facilities and build resources to support Black/African American youth placed in the community.

You will serve as the co-chair of OYA's Statewide African American Advisory Committee and actively participate in the Family Advocacy Advisory Committee.

The Statewide Black/African American Services Coordinator will ensure the delivery and coordination of culturally responsive services for youth and families by providing direct services in both close custody facilities and the community. You will train and develop agency staff to effectively recognize, refer, and respond to the concerns and needs of underrepresented youth, ensuring they are connected with appropriate resources. Additionally, this role involves ensuring agency compliance with Memorandums of Understanding and government-to-government agreements with other nations, which may include notifying foreign governments about their youth or citizens who enter OYA care and custody.

  • Hybrid Telework: This position is eligible for a flexible remote work schedule, and you will be required to come into the office one day per month and an additional day every quarter. What You Need To Qualify:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

OR;

  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
