Idaho National Laboratory is hiring a Planning and Financial Controls Analyst to work in our Business Management department. Our team works a 9x80 schedule located out of our REC-IRC facility with every other Friday off. Hybrid work opportunities may be available for this position. You will report to the Energy Environment, Science and Technology Business Manager.

Perform analysis, evaluation, tracking and reporting of cost, schedule, and budget performance for assigned work and facilitate resolution of discrepancies. Communicate affordable/authorized spending levels and process formal change control actions. Provide guidance on laboratory financial procedures, processes, and business systems.

Responsibilities Include:



  • Lead/Assist Work Scope Managers in developing direct or indirect project baselines.
  • Develop resource-loaded schedules, establishing work breakdown structures, open and close charge number structures, and establishing the appropriate earned value criteria.
  • Ensure that all identified resources are appropriately costed using the correct laboratory rates.
  • Prepare various weekly and monthly status reports and supporting special requests (i.e., schedule and cost performance reports, funds status reports, trend reports).
  • Monitor costs plus commitments against available authorized funding.
  • Support Work Scope Manager to ensure costs are appropriate for the work scope and provide detailed data.
  • Prepare sales forecasts and supporting staffing plans and report status against those plans.
  • Maintain various weekly and monthly project baselines by obtaining monthly status, reviewing status, and entering status into the laboratory project management system(s).
  • Help develop proposals and transmittal and cost out estimated resources with appropriate laboratory rates.
  • Coordinate and support year-end/year-start activities and special requests as communicated by the cognizant Business Manager/Lead.
  • Other responsibilities as assigned.


Qualifications

Minimum Requirements:



  • Level 1: Bachelor of Science in Business Management, Finance, Project Management, or related degree and 0+ years of experience. In lieu of a degree 6 years of experience.
  • Level 2: Bachelor of Science in Business Management, Finance, Project Management, or related degree and 2 years of Experience. Master's in Business Management, Finance, Project Management, or related degree and 0 years of experience. PhD and 0 years of experience. In lieu of a degree 8 years of experience.
  • Relevant experience commensurate with level.
  • Experience in cost scheduling/project management.


Job Information:



  • The pay range for this position is: Level 1 ($ $45,300 - $ $88,440) / Level 2 ($ $54,876 - $ $107,064). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
