POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Programmer Analyst performs a wide range of services to formulate and define systems scope and objectives based on both user needs and an expert understanding of information technology, business processes, and industry requirements.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.



  • Participates in business and technical information technology solutions implementations, upgrades, enhancement, and conversion.
  • Understands and uses appropriate tools to analyze, identify, and resolve business or technical problems, develops metrics to monitor performance and measure key project criteria, and prepares database or system technical documentation for users or stakeholders.
  • Prepares technical reports and related documents and delivers presentations and briefings, as may be required.
  • Confirms and prioritizes project plans and deliverables as agreed upon between the staff contractor and Bureau COR and Office/Division supervisor (or Office Director or Deputy Director).


Expected Salary Range: $122,626 - $135,831 per year

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • A minimum of three years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment.
  • Experience in software, systems and/or database development, maintenance, testing, analysis and management in a multi-platform environment.
  • Excellent computer, computer networks, and database skills.
  • Experience in conducting complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Experience with computer network application packages.
  • Experience in database development, analysis, and management.
  • Knowledge and application of statistical data analysis and data management software (e.g., SPSS).
  • Education and/or work experience related to statistical and research methodology.
  • Experience in conducting complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Experience migrating data from one system database or network to Access and/or Excel, and designing procedures and reports to guide data analyses and interpretation.
  • Experience in developing and implementing standard operating procedures (internal controls) for computer networks and databases.
  • Ability to work with various database applications.
  • Experience in program administration, operating procedures, oversight and monitoring.
  • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
  • Excellent, timely and precise organizational skills and multi-tasking abilities.
  • Excellent critical and creative thinking and analytical skills.
  • Excellent written and oral communication skills.
  • Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast pace work environment.
  • Ability to have a flexible, team-oriented approach to work.
  • Ability to build and maintain strong working relationships with colleagues.
