Overview
We have an exciting opportunity for someone with strong skills in the areas of IT Management, Product Ownership, and Business Analysis to play a key role in supporting initiatives and services that improve outcomes for Vermonters. As a member of the Agency of Digital Services (ADS) team assigned to the Department for Children and Families (DCF), you will work hand in hand with program staff and other ADS staff to develop or procure and maintain IT Solutions (i.e. the "product") critical to the work of protecting and improving the lives of Vermonters. This includes a diverse range of in house and vendor supported IT Solutions that address business needs. Some current and near-term focus areas are the development of a child welfare case management solution, development of a childcare provider licensing solution, and child support IT solution modernization. You will lead one or more teams that serve as the primary liaisons with DCF business stakeholders regarding IT needs. These teams are responsible for both monitoring and managing DCF IT Solutions as well as engaging DCF program staff in planning to address new needs and necessary updates to existing IT Solutions. This position will serve in the Agile role of Product Owner, managing the backlog of work for internal and vendor teams engaged in both projects focused on new development and ongoing maintenance and operations support. The duties of this position also include managing the intake and review of new requests to address the needs of DCF programs as well as technical needs identified by ADS. This includes assuring enough information about the problem and needs has been gathered to inform possible solution options. It also includes establishing and maintaining roadmaps showing anticipated timelines for completion of these projects and alignment with resources. You will also engage with the ADS DCF IT Director and DCF leadership in long range planning for supporting the Department's goals and modernization of systems. Another important responsibility of this position is defining and implementing standards for ADS "ownership" of IT Solutions at DCF that will guide the work of product and/or project teams. This includes outlining the documentation that must be in place for assigned IT Solutions and working to generate or update solution documentation sets. This position will also drive the execution of regular security and health checks, and the execution of critical IT Solution upgrades to remain in compliance with both State IT policies and Federal IT standards. This position is based in Waterbury and while regular (weekly) on site work should be expected, a mixed telework/onsite schedule will be available. Who May Apply

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated. Minimum Qualifications
Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment. OR Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
